CZMC Minutes
July 27, 2015
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on July 27,
2015 in the Mamaroneck Town Center, Conference Room A, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

Charles McCaffrey, Consultant, LWRP update
1. Approval of Minutes
The minutes of the June 22, 2015 meeting were approved as submitted.
2. Referral—2 Fairway Drive, Demolition of existing structure for the construction of
three new single family homes. Referred by the Town of Mamaroneck Planning
Board
Larry Nardecchia presented the proposal to demolish the existing building, swimming
pools and play areas previously occupied by a school. Three new single family homes
will be constructed with stormwater management systems designed to accommodate a
100-year storm.
CZMC found the proposal to be consistent with polices in the LWRP. In order to
discourage any potential pumping of groundwater from the basements, it was suggested
that the foundations be tightly waterproofed and the footing drains be connected to
independent infiltrators that overflow to daylight.

3. LWRP Discussion with Consultant, Charles McCaffrey
Charles McCaffrey reviewed the water quality policies. Topics included stormwater
management, septic systems, sewage treatment and the NYSDEC 303d list. Charlie will
submit a complete draft of the LWRP to the CZMC for review before it is sent to the
Town Board.
