CZMC Minutes
May 27,2015
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on May 27,2015 in the
Mamaroneck Town Center,Conference Room A, 1st Floor,740 W.Boston Post Road,Mamaroneck,New York.
The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The minutes of the April 27,2015 meeting were approved as submitted.
2. Referral—2 Douglas Lane,Construction of a new Single-family residence. Referred by the Village of
Larchmont Planning Commission
The applicants are proposing the construction of a new single family home on the footprint of the existing
home. The property is located in a flood zone on the shore of Little Harbor Sound in the Village of
Larchmont. As proposed,the new home will be elevated above the base flood elevation. It will include
solar panels and a green roof along with some treatment of runoff from the roof area.
CZMC found the proposed action to be consistent with the policies in the LWRP. However it is
recommended that the stormwater runoff from the driveway be collected and treated as opposed to the roof
runoff. Runoff from the driveway is more likely to contain pollutants than the roof area.
3. LWRP Discussion with Consultant, Charles McCaffrey
Charles McCaffrey was in attendance to work on the update of the LWRP. At this point,he believes that
we will have a draft of the document prepared by the end of the year with future discussions on Flood
Prevention,Erosion Control and formatting.

CZMC reviewed the Water Quality Policies. Alan Mason and Tara Anderson agreed to review the
Watershed Advisory Commission(WAC)reports and Elizabeth Paul agreed to review the NYS 303d
priority water body list for the next meeting so CZMC can make specific recommendations for each
waterbody.
4. Old Business
No Old Business to discuss.
5. New Business
The Town Planning Board has received an application for Subdivision Approval for the property located at
2 Fairway Drive. It will be before CZMC when the applicant develops more detailed plans for stormwater
management.
