Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:35 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair C. Approval of Minutes The minutes of the April 24, 2017 meeting were approved as submitted. 2. Referral—2 & 4 Fairway Drive—Residential Site Plan Approvals —Referred by the Town of Mamaroneck Planning Board The original subdivision application for the demolition of the existing building and the creation of three parcels was reviewed by CZMC on July 27, 2015. At that time, CZMC found the proposal to be consistent with the policies of the LWRP. Since then, the construction of one house was completed, but to comply with new regulations, the next two homes are subject to the Town's residential site plan requirements and must now return to CZMC. At the April 24th meeting, CZMC found that the test pits and percolation tests for the proposed stormwater system were not conducted at the proper depths to determine if the drywells would function properly. CZMC requested that this deficiency be addressed Page 1 of 3 and the applicant return with updated data to the next CZMC meeting on May 22, 2017 with his consulting engineer. Michael Charitou and Larry Nardechia returned tonight and presented the updated drainage calculations for the two properties. The percolation tests were redone at the proper depths, and the results demonstrated that the drywell systems would function properly. Therefore, CZMC finds the proposal to be consistent with the policies in the LWRP. 3. Referral — 7 Durham Road — Residential Site Plan Approval — Referred by the Town of Mamaroneck Planning Board William Lachenauer, Consulting Engineer and David Huber, Landscape architect, presented the proposal to construct a pool cabana, terrace and retaining walls in the rear yard of the property. An infiltration system will be utilized to control stormwater runoff from the property and is designed to control a 100-year storm event. As presented, four trees will be removed during construction, but only three replacement trees are proposed. CZMC requested that an additional replacement tree be added to the plan. With that addition, CZMC found the proposal to be consistent with the policies in the LWRP. 4. Referral — 851 Fenimore Road, Winged Foot Golf Club - Golf Bag Storage Building —Referred by the Town of Mamaroneck Planning Board Brian Hildenbrand from Kellard Sessions Consulting presented the proposal to construct a golf bag storage building. The new building will be approximately 1,465 square feet and would be located on an existing paved parking area, increasing the total amount of impervious surface by 236 square feet. As mitigation for the stormwater runoff from this 236 square feet area, a 10x5 infiltration area will be installed, with an overflow to the existing drainage system located behind the project site. CZMC found the proposal to be technically consistent with the policies in the Local Waterfront Revitalization Program (LWRP) because the project mitigates the net increase in stormwater runoff from the project area. However, this system is insufficient to accommodate the runoff from the 1,465 square foot roof area and portions of the pavement surrounding the building, making the system completely ineffective. It appears that in most storm conditions, the system will be inundated and overflow to the existing drainage system. CZMC recommends that a larger infiltration system be installed that will accommodate the stormwater from the entire project area, or at least the roof area of the proposed building. 5. LWRP Update The Town Administrator would like to have a completed draft of the LWRP to present to the Town Board by the end of June. At this time, there are still some comments to address and maps to be completed. CZMC went through most of these comments and any other questions will be emailed to CZMC. Page 2 of 3 6.
