CZMC Minutes
April 24, 2017
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, April
24, 2017 in the Mamaroneck Town Center, Conference Room D, 1ST Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 7:35 p.m.

1. Approval of Minutes
The minutes of the March 27, 2017 meeting were approved as submitted.
2. Referral—7 Bay Avenue—Construction of a pool and rain garden—Referred by the
Village of Larchmont Building Department
Michael Stein, Consulting Engineer and Jeff Moos, Architect presented the proposal for
the construction of a pool and rain garden within a flood zone. Stormwater runoff will be
collected in the rain garden, then overflow into an attenuation gallery and be discharged
into Larchmont Harbor. CZMC finds the proposal to be consistent with the policies of
the LWRP.
3. Referral—2 & 4 Fairway Drive—Residential Site Plan Approvals —Referred by the
Town of Mamaroneck Planning Board
Michael Charitou presented the plans to construct 2 new houses. The original
subdivision application for the demolition of the existing building and the creation of
three parcels was reviewed by CZMC on July 27, 2015. At that time, CZMC found the
proposal to be consistent with the policies of the LWRP. Since then, the construction of

one house was completed, but to comply with new regulations, the next two homes are
subject to the Town's residential site plan requirements and must now return to CZMC.
After reviewing the applications, CZMC found that the test pits and percolation tests
were not conducted at the proper depths to determine if the drywell systems would
function properly. CZMC requests that this deficiency be addressed and the applicant
return with updated data to the next CZMC meeting on May 22, 2017 with his consulting
engineer.
4. Referral — 6 Spanish Cove Road— Lift house above base flood elevations, construct
addition, pool and deck — Referred by the Village of Larchmont Building
Department
Robert Keller, Architect presented the proposal to lift the existing house above the base
flood elevation and construct an addition, pool, deck and terrace. The CZMC reviewed
the application and found the proposal to be consistent with the policies in the LWRP.
When moving forward with the design of the project, CZMC suggests that the final
design incorporate accurate flood elevations and design heights, appropriate measures for
the protection of the property from storm surges and an adequate number of flood vents.
5. Referral — Village of Larchmont Local Laws codes... — Referred by the Village of
Larchmont Board of Trustees
It was the consensus of CZMC that the proposed local law repealing and replacing the
explosives and blasting law is consistent with the policies in the Local Waterfront
Revitalization Program (LWRP). The amendment seeks to protect the public and
property in our community. CZMC also found that the proposed local law amending off-
street parking requirements is also consistent with the LWRP by mandating the use of
funds to improve pedestrian and bicycle facilities as well as feasibility, environmental or
other studies.
6. LWRP Update
Elizabeth Paul reported that the last round of changes to the LWRP have been
incorporated into the draft. Some additional work is needed on recommendations for
implementation of several policies. She has begun collecting photos to incorporate into
the document and is working on the Appendices. Howard Mc Michael will send photos
of the Larchmont Yacht Club and the Larchmont Shore Club. Alan Mason will provide a
dedication. The next draft, when completed, will include the appendices and photos of
scenic and historic locations that have been described in the LWRP. In addition, a letter
will be written to Justin Datino asking Larchmont for information where needed.
