March 26, 2018
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, March
26, 2018 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the January 22, 2018 meeting were approved as submitted.
2. Referral—30 Colonial Avenue—Residential Site Plan Approval
Stephen Marsh and Benedict Salanitro presented the proposal to construct a new single
family house on the property at 30 Colonial Avenue, which was subdivided in 2015.
Because of the substantial amount of rock found on the property, a pervious (flexipave)
driveway and patio are being proposed to reduce the total amount of stormwater runoff.
Three cultec units will be used as a water quality practice in the rear yard to treat
stormwater runoff and will overflow to a raingarden.
As proposed, CZMC found the proposed action to be consistent with the policies in the
Local Waterfront Revitalization Program. However, for the raingarden and porous
pavement to function properly, routine maintenance will be required. It is recommended
that the Planning Board require a permanent deed restriction or other means of insuring

that future land owners are aware of the stormwater practices on their property and
understand what maintenance is required for these practices.
3. Referral—758 Forest Avenue—Residential Site Plan Approval
Rick Yestadt, John Terzi and Russell Primack presented the proposal to reconstruct the
single family home at 758 Forest Avenue.
CZMC found the proposal to be consistent with the policies in the LWRP, but had the
following recommendations:
• Test pits should be conducted in the vicinity of the proposed cultec chambers.
• The clay barrier should completely surround the perimeter of the proposed cultec
chambers to prevent water from seeping towards the driveway as well as the
neighbor's property.
• For the stormwater system and porous pavement to function properly, routine
maintenance will be required. It is recommended that the Planning Board require
a permanent deed restriction or other means of insuring that future land owners
are aware of the stormwater practices on their property and understand what
maintenance is required for these practices.

5. New Business
Marc Godick announced that he will be stepping down from his position on the Coastal
Zone Management Commission pending his appointment to the Village of Larchmont
Planning Board effective next month. New members from the Village of Larchmont are
needed.
Bob Fletcher and his wife are hosting an informal discussion at their home about
historical preservation in the Village of Larchmont. Anyone interested in attending
should check their email for details on the time and date of the gathering.
A program called Novus Agenda will be used in the future to distribute meeting materials
to all members. More details will be forwarded as they become available.
