CZMC Minutes
January 23, 2017
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday,
January 23, 2017 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the October 24, 2016 and November 28, 2016 meetings were tabled until
the next meeting.
2. Referral— 12 Mohegan Road—Residential Site Plan—Referred by the Town of
Mamaroneck Planning Board
Stephen Marsh and Benedict Salanitro presented the proposal to demolish the existing
single-family home at 12 Mohegan Road and construct a new single-family home. As
proposed, there will be a decrease in the total amount of impervious surface on the site as
compared to pre-construction conditions. Because the subsurface of the property is
primarily bedrock, no on-site detention of stormwater is proposed. As a water quality
measure, the applicant is proposing to install a rain garden in the rear of the property. As
proposed, CZMC found the proposed action to be consistent with the policies in the
LWRP.

3. Referral— 12 Stonewall Lane—Residential Site Plan—Referred by the Town of
Mamaroneck Planning Board
William Lachenauer and Thomas Kohany, consulting engineers, presented the proposal
for the construction of a new home at 12 Stonewall Lane. The existing site is split with
the rear of the property in Scarsdale and the front in Mamaroneck. The old home was
previously demolished, and the existing har-tru tennis court will remain. Stormwater
runoff from the front half of the home and driveway will be collected by a bank of
infiltrators in the front yard. Stormwater from the rear of the home and the future pool
area will be collected by an attenuation system in the back yard. As proposed, CZMC
found the proposed action to be consistent with the policies in the LWRP.
4. LWRP Update
Elizabeth Paul sent CZMC members a markup of Sections 1-4 of the LWRP. A
substantial amount of editing has been completed on these sections so far and there is still
more work to do updating the information. Additional help is needed from the Village of
Larchmont with updates and edits to ensure the information is correct.
A revised draft of Section 5 will be completed for the February meeting along with
additional mapping. Comments on these sections should be sent to Ms. Paul in electronic
or handwritten format.
5. Old Business
CZMC discussed the recruitment of new members. Marc Godick attended the Farmer's
market a few months ago to try to find interested residents to serve on CZMC. He had
little success there. Councilwoman Abby Katz and Trustee Malcolm Frouman agreed to
make announcements at their respective Board meetings asking interested residents to
contact them and submit resumes. Elizabeth Paul agreed to write up a few sentences
about the professional qualifications for members.
