CZMC Minutes
January 22, 2018
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday,
January 22, 2018 in the Mamaroneck Town Center, Conference Room C, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the November 27, 2017 meeting were approved as submitted.
2. Referral— 10 York Road—Wetlands/Watercourses Permit & Residential Site Plan
Approval
Rick Yestadt and Michael Stein presented the amended proposal for improvements to the
property at 10 York Road. In November, CZMC found the proposed action to be
inconsistent with the LWRP, due to the location of the infiltrators within the flood zone
and the significant increase in impervious surface within the wetlands buffer. At that
time, CZMC recommended that the applicant use pervious surfaces for the patios and
driveway to minimize the impact to the Sheldrake River and to redesign and relocate the
stormwater management system to an area outside of the flood zone.

The amended application relocates the stormwater system to the front of the property and
is designed to capture stormwater runoff for a 25 year storm. CZMC requested that the
system be enlarged to capture runoff from a 100 year storm and the engineer agreed.
With this provision, CZMC found the proposed action to be consistent with the policies
in the LWRP.
3. Referral— 1262 Boston Post Road—Special Use Permit for a Coffee shop
Rick Yestadt and Valentina Soto Pinto presented the proposal to open a coffee shop/
luncheonette at 1262 Boston Post Road in the location formally occupied by Rita's Ices.
CZMC found the proposal to be consistent with the policies in the LWRP.
4. Referral—94 Carleon Avenue—Residential Site Plan Approval
Sonia Idelsohn and Ralph Peragine presented the proposal to demolish the existing house
and construct a new single family house at 94 Carleon Avenue. A stormwater system is
proposed in the rear yard that will collect runoff from 95 percent of the lot. This is an
improvement over existing conditions on the property, where none of the stormwater is
currently managed. As a result, CZMC found the proposed action to be consistent with
the policies in the LWRP.
5. Referral— 16 Wildwood Circle—Wetlands and Watercourses Permit/Residential
Site Plan Approval
Renee Byers, Azure Sleicher and Michael Stein presented the proposal to replace the
pool, repair the sea wall, create new patio areas and install a storm water management
system with rain gardens. As proposed, the amount of impervious surface on the
property will decrease by 955 square feet and pervious pavers have been used where
possible. The existing infiltrators will be replaced with a new system next to the pool.
The rain gardens will be used to treat stormwater before it is released into the Premium
River. Three trees are to be removed and replaced with several trees including London
plane trees, swamp white oak and Norway spruce. CZMC found the proposed action to
be consistent with the policies in the LWRP.
6. Referral—Larchmont Yacht Club, 1 Woodbine Avenue—Site Plan Approval &
Special Permit for construction of new pool and site improvements
Ned Stoll, Azure Sleicher and Michael Stein presented the proposal to replace the 28,125
square-foot (sf) salt water pool with an 11,881 sf main pool and a 1,404 sf quiet pool.
The proposal also includes site regrading to improve drainage, a new portico area, an
addition for a snack bar and a new pool equipment storage area.
New beach areas will surround the pools and act as a sand filter for stormwater. An
underdrain system will collect the stormwater and direct it to a mechanical separator
before it is discharged into the Long Island Sound through a 24-inch diameter outfall. As
proposed, CZMC found the proposed action to be consistent with the policies in the
LWRP. Two members of CZMC, Howard Mc Michael and Robert Fletcher, recused
themselves because they are also members of Larchmont Yacht Club.

7. LWRP Update
The draft of the LWRP has been completed and is being sent to the New York State
Department of State Division of Coastal Resources for their review.
8. Old Business
Additional information for 40 Ocean Avenue was sent to CZMC from the Village of
Larchmont. However, they are not asking CZMC to review or comment on the new
submission at this time.
9. New Business
No New Business to discuss.
