Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair REGRETS: C. Alan Mason, Co-Chair Tara Anderson Howard McMichael Matthew Teitsch OTHERS PRESENT: Elizabeth Paul, Environmental Planner, Town of Mamaroneck Abby Katz, Liaison, Mamaroneck Town Board William Winters, Architect, 33 Marbourne Drive Benedict Salanitro, P.E. Civil Engineer, 33 Marbourne Drive. 1. Approval of Minutes The minutes of the October 24, 2016 meeting were tabled until the next meeting. 2. Referral—33 Marbourne Drive—Wetlands and Watercourses Permit—Referred by the Town of Mamaroneck Planning Board Benedict Salanitro and William Winters presented the proposal to construct a single- family house at 33 Marbourne Drive. The buildable area of the property is located approximately 15 feet above the channel of a tributary to the Mamaroneck River. In 2014, CZMC heard a proposal to develop this property, however the project was never started. At this time, a slightly different project is being proposed with the dwelling to be constructed on the level portion of the property and a deck that protrudes over the edge of the watercourse. No basement and the use of helical pilings are proposed to minimize the required site disturbance. The top of the slope below the deck will be stabilized as necessary using erosion control matting. Three tulip trees are to be removed to construct the house and deck. Efforts will be made to keep the oak tree located in the Town right-of-way next to the driveway. Four birch trees will be planted as replacements for the trees that must be removed. Infiltrators will be installed in the front yard to control stormwater runoff with an overflow discharging to the river behind the house. Page 1 of 2 As proposed, CZMC found the proposed action to be consistent with the policies in the LWRP. However, the area located along the top of the slope near the end of the house and below the deck may not receive enough sunlight to support vegetation and must be stabilized. 3. LWRP Update Elizabeth Paul sent CZMC members a markup of Section 3 of the LWRP along with drafts of several of the maps. A substantial amount of editing has been completed on these sections so far and there is still more work to do updating the information. Additional help is needed from the Village of Larchmont with updates and edits to ensure the information is correct. A revised draft of Section 4 will be completed for the February meeting along with additional mapping. Comments on these sections should be sent to Ms. Paul in electronic or handwritten format. 4.
