CZMC Minutes
November 27, 2017
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday,
November 27, 2017 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the October 23, 2017 meeting were approved as submitted.
2. Referral—24 Baldwin Avenue—Residential Site Plan Approval
Virginia Picciotto and Benedict Salanitro presented the proposal to construct a new
single-family home. The project will include the demolition of the existing, non-
conforming multi-family home that is currently on the property, the construction of a new
home and driveway, the installation of a stormwater infiltration system and the
replacement of retaining walls with minor regrading of the property. As proposed,
CZMC found the proposed action to be consistent with the policies in the LWRP,
however the proposed infiltration system was designed using test pits that were not deep
enough to determine if groundwater would be encountered during installation. The
engineer agreed to conduct additional infiltration testing as necessary to make this
determination.

3. Referral— 12 Echo Lane—Residential Site Plan Approval
Stephen Marsh and Benedict Salanitro presented the proposal to construct a new single-
family home. The project will include the demolition of the existing single-family home
that is currently on the property, the construction of a new home and the installation of a
stormwater infiltration system. CZMC found the proposed action to be consistent with
the policies in the LWRP. However, it is unclear if the Cultec unit being proposed to
collect water from the footing drain system is properly sized, because it is designed based
on a hypothetical volume of water. The size of the unit should be reevaluated.
4. Referral—725 Forest Avenue—Residential Site Plan Approval
Rick Yestadt presented the proposal to construct an addition to the single family house at
725 Forest Avenue. CZMC found the proposed action to be consistent with the LWRP,
however, due to the presence of ledge rock and the proximity of the property to a flood
zone, CZMC recommends that the test pits be conducted in the location where the
proposed infiltrators are to be located. In addition, any existing stormwater infrastructure
on site should be inspected to determine if it is still performing as designed.
5. Referral— 10 York Road—Wetlands and Watercourses Permit
Rick Yestadt presented the proposal to renovate the single family house at 10 York Road. In
addition to the renovation of the house, the proposal includes the addition of patios, a circular
driveway and infiltrators within the wetlands buffer. CZMC found the proposed action to be
inconsistent with the LWRP, due to the location of the infiltrators within the flood zone and the
significant increase in impervious surface within the wetlands buffer. CZMC recommended that
the applicant use pervious surfaces for the patios and driveway to minimize the impact to the
Sheldrake River and to redesign and relocate the stormwater management system to an area
outside of the flood zone. Once these design changes are completed, CZMC will review the
proposal again to determine if the project is consistent.
6. LWRP Update
Comments were received from the Town Supervisor and incorporated into the draft. A
red-lined version was distributed to CZMC. Additional comments should be sent to
Elizabeth Paul by email. By the January meeting, these comments will be incorporated
into the document for a final review.
