CZMC Minutes
October 23, 2017
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday,
October 23, 2017 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the September 25, 2017 meeting were approved as submitted.
2. Referral—Winged Foot Golf Club, 851 Fenimore Road—Turf Management Facility
Colin Burns, Joe Cermele, and Tony Panza presented the proposal to replace the existing
Turf Management Facility, located on the east side of the property.
Winged Foot's proposed improvements will reduce stormwater run-off from the site. In
addition, stormwater quality will be improved by relocating hazardous materials
operations indoors, providing secondary containment and/or treatment for fueling,
pesticide and fertilizer handling, and vehicle washing operations. The facility's existing
sewage seepage pit will be abandoned and the facility will be connected to the municipal
sewer system, which will further improve water quality. CZMC recommended and the
applicant agreed to provide an additional 17 replacement trees (a one for one ratio) for
the trees removed during construction. CZMC found the proposal to be consistent with
the policies in the Local Waterfront Revitalization Program.

3. LWRP Update
Elizabeth Paul is working on a revised draft of the LWRP that incorporates the comments
that were received from the Town Supervisor. These will be addressed and a redlined
version of the document will be recirculated.
