HomeMy WebLinkAbout2010_04_27 Coastal Zone Management Commission Minutes CZMC Minutes April 27, 2010 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on April 27, 2010 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair Lorraine Walsh, Co-Chair Howard McMichael Matthew Teitsch Rita Murray REGRETS: Pam Michels OTHERS PRESENT: Richard Ward, Trustee, Village of Larchmont Elizabeth Paul, Environmental Planner, Town of Mamaroneck 1. CZMC Member Update CZMC now has 5 vacancies: 3 for the Town of Mamaroneck and two for the Village of Larchmont. Anyone interested should submit their resume. 2. Approval of Minutes —February 23, 2010 The Minutes of the February 23, 2010 and March 23, 2010 meetings were approved as submitted. 3. Referrals: a. Gardens Lake Restoration Project—Amendment to Wetlands Permit Referred by the Town of Mamaroneck Planning Board Elizabeth Paul, Environmental Planner for the Town of Mamaroneck presented the changes to the project. Changes are to include the installation of 2 parallel pipes along the northwest bank and 3 control structures that will enable the Town to dewater the Lake. The lake will be dredged mechanically instead of using a hydraulic dredge and the geotubes have been eliminated. The banks will be re-graded and restored using native grasses, shrubs and emergent wetland plants. Page 1 of 2 With the proposed changes, CZMC still found the proposed action to be consistent with the following polices in the LWRP: POLICY 7A: The following locally important habitats designated as critical environmental areas: (1) The Hommocks Salt Marsh Complex including the East Creek area, (2) The Larchmont Reservoir—Sheldrake—Leatherstocking Freshwater Wetland Complex; (3) The Premium Salt Marsh Complex Shall be protected, preserved, and where practicable, restored, so as to maintain their viability as habitats. POLICY 44A: Restore tidal and freshwater wetlands already damaged by erosion, siltation and pollution. 4. New Business No new business to discuss. 5. Old Business a. Rain Garden Update Village Trustee, Richard Ward updated CZMC on the status of the County rain garden proposed for the Larchmont Reservoir. The project has been delayed. b. Long Island Sound Futures Fund The Town of Mamaroneck is applying for funding to restore the wooded area and the tidal inlet of the Premium Marsh Conservation Area. CZMC agreed to write a letter of support for the Grant c. DOS Training The training workshop has been delayed until NYS has an approved budget. Employee travel is restricted at this time even though the two Commissions have offered to reimburse the trainers for travel expenses. The next scheduled CZMC meeting will be held on May 25, 2010 at the Mamaroneck Town Center, 740 W. Boston Post Road, 1st Floor Conference Room D.
