Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: C. Referrals: WFGC, 851 Fenimore Road—Wetlands and Watercourses Permit Application for 2 East Fairway Staging Area —Referred by the Town of Mamaroneck Planning Board Members of CZMC attended a site visit at the WFGC prior to coming to tonight's meeting. Joe Cermele of Kellard Sessions presented the application for the remediation of the 2 East Staging area site, which was disturbed without the Club obtaining a tree permit or a wetlands permit. The disturbance included the removal of trees, installation of a stone headwall and drainage pipe, the filling and re-grading of a large area and the removal of vegetation from along the banks of the watercourse. Sediment from this disturbance has negatively impacted the watercourse and the downstream pond located Page 1 of 2 partially on the Stier's property at 50 Country Road. WFGC has applied for a wetlands permit to legalize these site changes along with some additional plantings and approximately 40 new trees along the property line. CZMC found the proposed plan and existing site conditions to be inconsistent with the policies in the LWRP. Policies in the LWRP address sediment and erosion control, preserving and protecting tidal and freshwater wetlands, and minimizing the nonpoint discharge of excess nutrients, organics and eroded soils. More specifically, Policy 7a states that critical environmental areas "...shall be protected, preserved, and, where practicable, restored, so as to maintain their viability as habitats." The LWRP describes the characteristics that make both Winged Foot Golf Club and Bonnie Briar Country Club so important. "The two golf courses, totaling over 421 acres, offer wide expanses of relatively undisturbed open space with varied topography and numerous ponds, streams, thickets and groves of trees." CZMC identified several objectives for the applicant to try to accomplish during the preparation of a restoration plan for the site: 1. Stabilize eroding stream banks where trees and vegetation have been removed. 2. Remove accumulated sediment from the watercourse and neighboring pond. 3. Improve the quality of water leaving the site. 4. Reduce flooding. 5. Restore wildlife habitat. 6. Replant trees and vegetation that will absorb stormwater. A second site visit has been scheduled for September 3rd at 6:30pm to review any restoration ideas as they are developed by Winged Foot's consulting engineer and to look at the neighboring pond and watercourse. 2. LWRP meeting with Charles McCaffrey, Coastal Consultant Charles McCaffrey (via telephone) led the discussion of the proposed update to our LWRP. The LIS Coastal Management Program is organized into four "Coasts": the Developed Coast, Public and Working Coasts and the Natural Coast. Today's meeting focused on the Developed Coast and Policy 1 with discussions on zoning and underwater land grants. The next discussion section will focus on Policies 2, 3 and 9. 3. Old Business Carl Pierleone called to update us on the repairs to the Manor Park Beach House. They are now in the final stages of permit approvals.
