HomeMy WebLinkAbout2014_07_28 Coastal Zone Management Commission Minutes CZMC Minutes July 28, 2014 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on July 28, 2014 in the Mamaroneck Town Center, Conference Room C, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: C. Alan Mason, Co-Chair Marc Godick, Co-Chair Howard McMichael Matthew Teitsch Bill Zelenka REGRETS: Rita Murray OTHERS PRESENT: Elizabeth Paul, Environmental Planner, Town of Mamaroneck Charles McCaffrey, Coastal Consultant Via Telephone Abby Katz, Liaison, Town of Mamaroneck Tara Anderson, prospective CZMC candidate Colin Burns, General Manager Winged Foot Golf Club (WFGC) Darius Chafizadeh, Harris Beach, Council WFGC Joe Cermele, Kellard Sessions, Engineer, WFGC 1. Referrals: a. WFGC, 851 Fenimore Road—Revised Wetlands and Watercourses Permit Application for 14 East Fairway—Referred by the Town of Mamaroneck Planning Board Joe Cermele of Kellard Sessions presented the amended application for proposed drainage improvements on the Golf Course and at 227 Griffen Avenue. The project scope was expanded to include the reconstruction of the green and bunkers on 14-East. As amended, CZMC finds the proposed action to be consistent with the policies in the LWRP. WFGC, 851 Fenimore Road—Wetlands and Watercourses Permit Application for 2 East Fairway Staging Area —Referred by the Town of Mamaroneck Planning Board Joe Cermele of Kellard Sessions explained some background on the permit application, which was submitted after the Town issued a violation to WFGC for disturbing an area to the East of the 2E Fairway. A headwall was constructed, an intermittent stream was piped, many trees were removed and the area was filled without permits. The applicant is seeking to receive a permit for the work done with additional mitigation measures for the disturbed area. CZMC scheduled a site visit for August 11, 2014 followed by a(rescheduled) August meeting. 2. LWRP meeting with Charles McCaffrey, Coastal Consultant Charles McCaffrey (via telephone) led the discussion of the proposed update to our LWRP. The discussion focused on the elements in the Town/Village LWRP that reflect the scope of Policies 1 through 3 of the LIS Coastal Management Program. Charles previously sent links to the relevant sections of both documents as well as the local laws that implement the LWRP. 3. Old Business No old business to discuss. 4.
