HomeMy WebLinkAbout2013_07_22 Coastal Zone Management Commission Minutes CZMC Minutes July 22, 2013 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on July 22, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair C. Alan Mason, Co-Chair Howard McMichael Matthew Teitsch Bill Zelenka REGRETS: Pam Michels Rita Murray OTHERS PRESENT: Peter Fanelli, Liaison, Village of Larchmont Elizabeth Paul, Environmental Planner, Town of Mamaroneck Larry Nardecchia, Jr., P.E., Consulting Engineer for 529 Weaver Street Benedict Salanitro, P.E., Consulting Engineer for 2 Beach Avenue 1. Approval of Minutes The Minutes of the June 24, 2013 meeting were approved as submitted. 2. Referral, 529 Weaver Street, Subdivision Referred by Town of Mamaroneck Planning Board Larry Nardecchia, the Consulting Engineer for 529 Weaver Street presented the proposal for the subdivision of the property and the construction of two new single family homes. The property currently has a single family home and a caretaker's cottage, accessed by a long driveway off of Weaver Street. The applicant is proposing the construction of two new single family homes with a shared driveway. This was suggested by the planning board to eliminate the need for a second driveway on a blind curve on Weaver Street. Four cultec units are proposed for Lot 1 and 5 units for Lot 2, with overflows from the front units leading to a "basin"next to Weaver Street. CZMC had several comments about the design of the proposed stormwater system. The system is designed to the 25-year stoiui as required by the Town Code, however, due to the frequent flood conditions on Weaver Street, CZMC Page 1 of 2 recommends that the system be designed to the 100-year stoiui. Mr. Nardecchia agreed to increase the number of infiltrators on each lot to increase stormwater capacity. The second concern was regarding off-site drainage and how the proposed site changes could impact stormwater flows along Weaver Street. Mr. Nardecchia explained that the drainage divide on the property will be changed and a larger percentage of the stormwater will be directed towards the front of the property. Infiltrators located near the front of the property will overflow to a basin before discharging to Weaver Street. CZMC is concerned that during a larger-sized stoiui, when infiltrators exceed capacity, Weaver Street would be negatively impacted by this additional runoff. CZMC would like more detailed information on how this increase in flow will impact the homes on Weaver Street, and would like to continue their discussion at its August 26th meeting. 3. Referral, 2 Beach Avenue, Repair of Seawall, Referred by the Village of Larchmont Building Department Benedict Salanitro, the consulting engineer for the project presented the proposal to repair the seawall damaged during Hurricane Sandy. The seawall will be repaired and weep holes and scupper drains added to aid in the passage of water through the wall. Access to the property will be through the Village-owned "Dog Beach". CZMC found the proposed action to be consistent with the policies in the LWRP. 4. Town of Mamaroneck/Village of Larchmont LWRP Discussion CZMC members will continue this discussion at the next meeting. 5. Old Business No old business to discuss. 6. New Business Marc Godick reported that the County is considering a change in the amount of rainfall used to calculate runoff volumes for the 100 year storm. This is based on new data collected during recent years. Rainfall quantities would be changed from 7.2" in a 24- hour period to 9" during that period.
