HomeMy WebLinkAbout2012_06_25 Coastal Zone Management Commission Minutes CZMC Minutes June 25, 2012 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on June 25, 2012 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Marc Godick Pam Michels C. Andrew Saines, Applicant, 1 Durham Road Richard F. Hein, Architect, 1 Durham Road 1. Approval of Minutes The Minutes of the May 30, 2012 meeting were approved as submitted. 2. Site Plan Amendment—Winged Foot Golf Club, 851 Fenimore Road—Pool Area Renovation and Game Practice Area, Referred by the Town of Mamaroneck Planning Board Joe Cermele, the engineer for Winged Foot, updated CZMC on the status of the project. In response to CZMC's request, Winged Foot analyzed the feasibility of designing a stormwater detention system for a 500 year storm. Due to size and cost, Winged Foot agreed to design the structure to accommodate the runoff from a 100 year storm plus an additional 10%. In addition, they are proposing the addition of pervious pavers and rain gardens to the pool area to further reduce stormwater runoff from the site. Page 1 of 2 Joe Cermele met with the Town engineer, who requested that the design point be changed to Fenimore Road. This is being done to ensure that the stormwater system in Fenimore Road is adequate to accommodate runoff from the proposed project. With the enlarged stormwater detention system capacity, the use of pervious pavers and rain gardens, CZMC finds the proposal consistent with Policy 14 of the Local Waterfront Revitalization Program. Policy 14 states, "Activities and development, including the construction or reconstruction of erosion protection structures, shall be undertaken so that there will be no measurable increase in erosion or flooding at the site of such activities or development, or at other locations. " 3. Subdivision Approval—Andrew Saines, 4-lot residential subdivision, 1 Durham Road—Referred by the Town of Mamaroneck Planning Board William Lachenauer presented the proposal to subdivide two parcels into a four house subdivision. A new road and cul-de-sac will provide access to three new single-family homes. The existing house will remain. Individual on-site detention will be provided for two of the houses and two stormwater ponds will collect and treat water from the third new house and the road. The ponds will have an overflow to the existing pipe alongside Fenimore Road. The engineer will be conducting an investigation of this pipe's condition. CZMC requested that the applicant return to the next meeting with the findings of this investigation. A preliminary planting plan was presented by Richard Hein, Architect on the project. Approximately 90 trees would be removed during construction and the applicant is proposing the planting of 330 new trees. Several specimen trees will be protected. 4. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion The discussion of the LWRP was tabled until the next meeting. 5. Old Business No old business to discuss. 6.
