HomeMy WebLinkAbout2013_06_24 Coastal Zone Management Commission Minutes CZMC Minutes June 24, 2013 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on June 24, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair C. Alan Mason, Co-Chair Howard McMichael Pam Michels Matthew Teitsch Bill Zelenka Rita Murray OTHERS PRESENT: Phyllis Wittner, Liaison, Town of Mamaroneck Town Board Peter Fanelli, Liaison, Village of Larchmont Stephen V. Altieri, Administrator, Town of Mamaroneck Sam Lieber, 2 Beach Avenue 1. Approval of Minutes The Minutes of the May 20, 2013 meeting were approved as submitted. 2. Referral, 75 Howell Avenue, Subdivision Referred by Town of Mamaroneck Planning Board CZMC was asked by the Planning Board to reconsider its finding of inconsistency for the 75 Howell Avenue subdivision in light of new information that has been received. Prior to the meeting, Stephen Altieri, the Town Administrator,issued a memo to CZMC. This memo explained that the Town has a responsibility to repair the "mid-block"drainage system according to an existing easement. Included with the memo were preliminary drawings and cost estimates for making these repairs. In addition, the memo explained that stoiniwater from Howell Avenue did not follow Weaver Street to the Boston Post Road,but rather crossed Weaver Street to Ferndale and drained to the collection system behind Central School. Further details were also received about the ongoing expansion of the neighboring home at 67 Howell Avenue. The tennis court there was being removed to offset the increase in impervious surface created by the addition to the home. Mr. Altieri attended the meeting to present this update and to answer any questions. Page 1 of 2 After a review of this information, CZMC now finds the proposed action to be consistent with Policy 14 which states: "Activities and development, including the construction or reconstruction of erosion protection structures, shall be undertaken so that there will be no measurable increase in erosion or flooding at the site of such activities or development, or at other locations." CZMC however, still maintains its position that basements should not be peiuiitted if a sump pump is required to keep them free of water. 3. Town of Mamaroneck/Village of Larchmont LWRP Discussion CZMC members will continue this discussion at the next meeting. 4. Old Business No old business to discuss. 5. New Business Sam Lieber, the owner of 2 Beach Avenue attended the meeting. He updated CZMC on the status of his application, submitted to the Village Building Department, for the repair of his seawall damaged by Hurricane Sandy. A referral from the Building Department is expected next month. The meeting was adjourned at 9:00 p.m. Page 2 of 2
