A regular meeting of the Coastal Zone Management Commission (CZMC) was held on May 30,
2012 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The Minutes of the April 25, 2012 meeting were approved as submitted.
2. Site Plan Amendment—Winged Foot Golf Club, 851 Fenimore Road—Pool Area
Renovation and Game Practice Area, Referred by the Town of Mamaroneck
Planning Board
Joe Cermele, the engineer for Winged Foot, presented plans for renovations to the Club's
pool area and practice area. The plans presented were scaled back from the original
proposal that was presented to the Planning Board on May 9th.
According to the plans, 14 trees will be removed, including two large-diameter Ash trees.
A one-for-one replacement plan is proposed. A stormwater detention system has been
designed and would include an overflow discharge to a steep, rocky area above Fenimore
Road in the vicinity of Poccia Circle.
Because the applicant is proposing a new discharge of stormwater to an area that is
already prone to flooding, CZMC suggested that the applicant explore the feasibility of

designing the stormwater facility for a 500-year storm. With this expanded stormwater
capacity, CZMC would find the proposal consistent with Policy 14 of the Local
Waterfront Management Plan. Policy 14 states, "Activities and development, including
the construction or reconstruction of erosion protection structures, shall be undertaken
so that there will be no measurable increase in erosion or flooding at the site of such
activities or development, or at other locations. "
If such a design change is determined to not be feasible, due to either unreasonable costs
or site restraints, CZMC requests that the applicant return to the next CZMC meeting to
discuss the proposal further. In addition, CZMC recommends that the Planning Board
consider any impacts, if any, from changes in use of lighting at the site.
3. Town of Mamaroneck Phase II Stormwater Annual Report
Elizabeth Paul presented the Phase II annual report for the Town of Mamaroneck.
Highlights of the report included the updates to the Erosion Control Law, completion of
the stormdrain system maps in GIS and the installation of 68 catchbasin retrofits.
4. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion
CZMC continued its discussion of the LWRP. Elizabeth Paul will send members a copy
of the NYS Dept of State's Long Island Sound Coastal Management Program. This
document contains the States' current coastal policies for Long Island Sound. CZMC
will begin to review the policies in this document one at a time to update our program to
conform with the State's program.
5. Old Business
No old business to discuss.
6. New Business
Horseshoe Harbor is preparing plans and filing permits for the replacement of their pier.
They hope to be before CZMC soon.
The meeting was adjourned at 9:30 p.m.
