March 28, 2012
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on March
28, 2012 in the Mamaroneck Town Center, Conference Room D, 1' Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The Minutes of the February 27, 2012 meeting were approved as submitted.
2. Referral—Bonnie Briar Country Club, 808 Weaver Street, Block 225, Lot 1.1 —
Wetlands and Watercourses Permit—Installation of a Supplemental Irrigation
System, Referred by the Town of Mamaroneck Planning Board
Adjourned until further notice.
3. Referral—Manor Park Society, Maintenance and Repair of the Concrete Deck and
Substrate Structure South Side of Manor Beach Bathhouse
Carl Pierleoni, the project engineer, attended the meeting to present additional project
information. The proposal is for structural repairs to the beach house with no expansion
or modification to the facilities.
CZMC found the proposed action to be consistent with Recreation Policy number 21 of
the Town of Mamaaroneck/Village of Larchmont Local Waterfront Revitalization
Program which states:

"Water-dependent and water enhanced recreation will be encouraged and facilitated,
and will be given priority over non-water related uses along the coast,provided it is
consistent with the Preservation and enhancement of other coastal resources and takes
into account demand for such facilities. In facilitating such activities,priority shall be
given to areas where access is. The recreation opportunities of the coast can be provided
by new or existing public transportation services and to those areas where the use of the
shore is severely restricted by existing development. "
It was recommended that the applicant contact NYSDEC and the US Army Corps of Engineers
to request a letter of"jurisdictional determination." The project may be exempt from requiring
permits because a temporary exemption was permitted to enable emergency structural repairs
after Hurricane Irene and Tropical Storm Lee. However, this time period may have expired.
In addition, the applicant must ensure that proper erosion and sediment control measures are in
place and should take care to protect aquatic plants during construction. As stated in the project
proposal, "Contractors to advise Owner or their representative how they intend to protect the
sand and water during the Concrete chipping and removal of Columns. All debris, chips, etc to
be removed from under the Deck area before each High Tide. It is the intent of this Project that
no removed materials be allowed to migrate to the Beach area or the adjacent water. All
materials whether new or removed to be stored above High Water in the area that is presently
used for Trash storage. No wash water from Concrete work may be discharged on site, into
catch basins or the adjacent water." These requirements were found to be acceptable by CZMC.
4. 17th Annual Report
The Annual Report was approved as submitted and will be distributed.
5. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion
CZMC began to discuss updates to the LWRP. Sections of the document have been
posted to Google Docs and Drop Box to "test" if either program works as a shared editing
tool. Members should begin reviewing policies for discussion at the next meeting.

The meeting was adjourned at 9:15 p.m.
