A regular meeting of the Coastal Zone Management Commission (CZMC) was held on March
18, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The Minutes of the February 25, 2013 meeting were approved as amended.
2. Site Plan Amendment, Winged Foot Golf Club, Employee Housing and Parking
Area Improvements —851 Fenimore Road
Joe Cermele, the Consulting Engineer for Winged Foot Golf Club, presented plans for the
reconstruction of the employee housing and parking areas.
The Club is proposing to replace the two existing employee housing buildings with a
single new building, replace the cart storage/employee lounge building, repair the
existing cart barn, add a maintenance access drive and a new garbage enclosure, re-grade
the parking area and add planting areas. The plantings will include screening between
the Club and neighboring residential houses, plantings in the parking area and foundation
plantings around the new buildings.
A stormwater collection and treatment system will be installed to capture runoff from the
lower portions of the project area. Additional stormwater will be collected and treated by
the stormwater system that is currently being installed for the pool area. This system has

been intentionally sized to accommodate additional runoff and is designed to handle a
100 year storm plus an additional 10%. Runoff will be collected and treated from the
new buildings and from 60 percent of the parking area. Currently, none of this runoff is
being treated or detained.
Because of the reduction in stormwater quantity and improvement in stormwater quality
that will be achieved by this project, CZMC found the proposal to be consistent with the
policies in the LWRP.
3. Subdivision—75 Howell Avenue
A letter was sent by the Applicant's engineer to the Planning Board in response to
CZMC's letter of March 11, 2013. The letter defended the engineer's methodology for
preparation of the Stormwater Management plan and disagreed that they should be held
accountable for solving existing drainage problems within the neighborhood or any
cumulative impacts that involve other projects. The Town has been asked to look into the
existence of a "mid-block" drainage system that may either be inoperable or abandoned
and to work with residents to address the existing flooding problems.
It is still not clear to CZMC that the proposal will have no negative impact on flooding in
the neighborhood or on Boston Post Road and Weaver Street where overflow discharges
will be directed. Therefore, CZMC finds the proposed action to be inconsistent with
policy 14 which states:
"Activities and development, including the construction or reconstruction of
erosion protection structures, shall be undertaken so that there will be no
measurable increase in erosion or flooding at the site of such activities or
development, or at other locations."
In addition, CZMC maintains its position that basements should not be permitted if a
sump pump is required to keep them free of water.
4. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion
CZMC members will continue this discussion at the next meeting.
