A regular meeting of the Coastal Zone Management Commission (CZMC) was held on February
26, 2014 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
Approval of the January 27, 2014 minutes will be tabled until the next meeting.
2. Referrals:
a. 87 Rockland—Wetlands and Watercourses Permit
Benedict Salanitro presented the proposal to construct an addition to the single family
house within the buffer zone of the Sheldrake River.
CZMC members present at the meeting felt that the proposed stormwater detention
system was inadequate to prevent increased flooding in the Sheldrake River during
storm events exceeding a 25-year storm. While this level of detention is what is
required by Town Code, CZMC does not believe that it is sufficient enough to prevent
additional downstream flooding or mitigate potential impacts to the river or
neighboring properties.

The consultant was asked to explore additional options for increased stormwater
management and would like to continue the review of the project at its March 24`h
meeting.
b. Winged Foot Golf Club-Amended Site Plan Approval— Staff Housing
Michelle Micoh of Kellard Sessions Constulting presented the proposed amendments
to the previously approved Staff Housing Improvement Project.
During the construction of the staff building and the caddie maintenance building,
unanticipated site conditions will require the buildings to be shifted from their original
location by a few feet. According to Kellard Sessions, the actual location of a sewer
line and the presence of bedrock prompted this change. In addition, Winged Foot will
no longer be regrading the parking area as originally proposed. Instead, the parking
lot will be resurfaced and restriped. No changes are proposed to the stormwater
management system which is being installed as planned. The proposed changes will
also result in a net decrease in the impervious surface area as compared to the original
(approved) project.
CZMC found the amended proposal to still be consistent with the policies in the Local
Waterfront Revitalization Plan because the applicant is still providing water quality
and water quantity controls.
c. Winged Foot Golf Club-Wetlands and Watercourses Permit —Drainage
Improvements for 14-E Fairway
Michelle Micoh of Kellard Sessions presented the proposal to improve drainage on the
Golf Course and at 227 Griffen Avenue by installing a 24" diameter drainage pipe.
This pipe will be parallel to an existing 24" pipe that carries water from an open
watercourse approximately 240 feet under the fairway where it emerges and
reconnects to the stream. The proposal also includes maintenance of the stream to
remove dead branches, accumulated sediment deposits and leaf and vegetative litter.
A new trash collecting screen will be installed on the inlet to the pipes. CZMC finds
the proposed action to be consistent with the policies in the LWRP.
d. BLD Diner— Site Plan Approval
