A regular meeting of the Coastal Zone Management Commission (CZMC) was held on February
25, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:05 p.m.

2. Wetlands and Watercourses Permit for Supplemental Irrigation System—Bonnie
Briar Country Club, 808 Weaver Street
Representatives from the Bonnie Briar Country Club presented revised plans for the
proposed supplemental irrigation system for the golf course. Bonnie Briar is seeking a
Wetlands and Watercourses permit from the Planning Board for the withdrawal of water
from the Sheldrake River to augment the club's irrigation system.
The original plans called for the withdrawal of water from the bank of the Sheldrake
River at a location where Westchester County and New York State grant funds were used
to restore the bank of the river with native species. At the request of CZMC, the
withdrawal location was moved to a less sensitive portion of the river. At this location,
water would be withdrawn from the river, pumped through a 4-inch diameter pipe to the
upper irrigation pond for storage. From the upper pond, water can be fed by gravity
through the irrigation system. A float switch will be installed to prevent water from
being withdrawn during times of low flow, when the Sheldrake River depth is below 6
inches. The stream bank will be restored using rip rap, seed mixes and native shrubs.
CZMC found the proposal to be consistent with the policies in the LWRP, allowing the
Golf Club the benefit of using river water to supplement their irrigation system without
detriment to the river or surrounding wetlands. The Golf Club volunteered to keep a
maintenance log for the operation of the withdrawal system, documenting that the float
switch has been inspected, calibrated and is functioning as it should be. They will
provide copies of the log book to the Town on an annual basis.
3. Subdivision—75 Howell Avenue
Jan Gould and Alan Pilch presented plans to subdivide the property at 75 Howell Avenue
into two lots. The existing single-family house will remain and a single family house will
be constructed on the newly created parcel.
There is a great deal of concern from the neighbors about stormwater and flooding as
there has been a history in the neighborhood of problems with localized flooding. In
addition to this proposed subdivision, a variance is being sought for the expansion of the
neighboring home at 67 Howell Avenue. Residents have expressed concerns about the
cumulative impacts of both projects on flooding. In addition, neighbors have described a
"Mid-Block" drainage system that historically connected stormdrains on Palmer Avenue
with Howell Avenue that no longer functions, exacerbating localized flooding.
To minimize stormwater runoff, the applicant has proposed the installation of a closed
stormwater retention system, with an overflow to stormwater drainage system located on
the corner of Weaver Street and Howell Avenue. In addition, they propose to install a
"grasscrete" driveway leading out to Howell Avenue.
CZMC was not prepared to make a determination of consistency without receiving
additional information on the potential cumulative impacts of all neighborhood
development on drainage and the resolution of the problems identified with the "Mid-
Block" drainage system. In addition, CZMC continues to oppose the construction of

basements that require the use of a sump pump to keep them free of water. If this house
is to be located in an area that floods, a basement should not be constructed.
4. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion
CZMC members continued the discussion of the update of the LWRP.
