January 28, 2013
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on January
28, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The Minutes of the September 24, 2012 meeting were approved as submitted.
2. Wetlands and Watercourses Permit for Supplemental Irrigation System—Bonnie
Briar Country Club, 808 Weaver Street
Adjourned until February
3. Local Consistency Review, Reconstruction of Beach House, Premium Point
Jerry Roberts and Dan Orwig presented plans to reconstruct the Premium Point Beach
House which was destroyed during Hurricane Sandy. They presented several alternative
plans to CZMC. The alternative they are favoring is one with a bathroom and changing
room, retaining walls, steps and plantings.

CZMC found the proposal to be consistent with Policy 21 of the LWRP which states:
Policy 21: Water-dependent and water enhanced recreation will be encouraged
and facilitated, and will be given priority over non-water related uses along the
coast,provided it is consistent with the Preservation and enhancement of other
coastal resources and takes into account demand for such facilities. In facilitating
such activities,priority shall be given to areas where access is
4. Advisory Opinion—Lorenzen Park Improvements
Mayor McAndrews presented the revised plans to reconstruct the parking area and add
two additional baseball fields to the park with a new drainage system. The Village is
now waiting for NYSDEC to issue a Wetlands Permit.
CZMC found the proposal to be consistent with the LWRP. Comments were submitted
on the project that will be forwarded to the Village's consulting engineer.
5. Town of Mamaroneck/Village of Larchmont LWRP Review and Discussion
Discussion tabled until the next meeting.
