HomeMy WebLinkAbout2014_01_27 Coastal Zone Management Commission Minutes CZMC Minutes January 27, 2014 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on January 27, 2014 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair C. Approval of Minutes The minutes of the November 25, 2013 meeting were approved as amended. 2. Referrals: a. 106 Premium Point—Wetlands and Watercourses Permit Jordan Wilkinson of Daniel S. Natchez Associates presented the proposal to reconstruct the patio, relocate a swimming pool, construct a greenhouse and install a stormwater system at 106 Premium Point. CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Plan. However, CZMC suggests that where projects are located next to large water bodies, and flood control is not a concern, that the applicant be required to provide water quality treatment of stormwater. While infiltrators are useful for the removal of sediment and organic material, as long as the proposal is consistent with Page 1 of 2 the DEC stormwater manual, overflows and roof leaders should be piped underground to seawalls and outfalls to avoid picking up lawn fertilizers and sediment. In addition, the applicant agreed that all outdoor lighting installed would be low-level, shielded and directed inward from Long Island Sound so as to not cause light pollution or become a nuisance to navigation. b. 7 Guion Lane Architect Gregory Lewis presented the proposal for additions and renovations to the house at 7 Guion Lane. CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Plan. However, CZMC suggests that where projects are located next to large water bodies, and flood control is not a concern, that the applicant be required to provide water quality treatment of stormwater. While infiltrators are useful for the removal of sediment and organic material, as long as the proposal is consistent with the DEC stormwater manual, overflows and roof leaders should be piped underground to seawalls and outfalls to avoid picking up lawn fertilizers and sediment. In addition, the applicant agreed to remove wisteria from the landscape plan because it is an aggressive and invasive plant. 3. Stormwater Management Policies Discussion There was nothing new to report on this topic and the discussion will continue at the next meeting in February. 4.
