November 19, 2014
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on
November 19, 2014 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Approval of Minutes
The minutes of the October 27, 2014 meeting was approved as submitted.
2. Referrals:
a. 33 Marbourne Drive—Wetlands and Watercourses Permit Application for the
construction of a new single family home—Referred by the Town of
Mamaroneck Planning Board
Steven Nebel continued the discussion of the proposal to construct a new single
family home at 33 Marbourne Drive. The vacant lot is primarily wooded with steep
slopes and a tributary of the Mamaroneck River running through the property. In
addition to the steep slopes, existing easements further limit the possible location for
the placement a home.

The proposed dwelling will be prefabricated and supported by cantilevered beams to
minimize the required site disturbance. The top of the slope will be stabilized using
erosion control matting. Four river birch trees and one red maple will be planted as
replacements for the 3 poplar trees that must be removed. Infiltrators will be installed
to control stormwater runoff with an overflow to the catchbasin on Marbourne Drive.
CZMC found the proposed action to be consistent with the policies in the LWRP.
However, the area located beneath the house and along the top of the slope below the
house may not receive enough sunlight to support vegetation and must be stabilized.
We note that the site offers some nearly unique challenges to the builder. The site
requires a substantial use of cantilevered pre-stressed concrete beams. We urge the
planning board take note when setting the amount of the completion bond to be
required of the proponents, as unforeseen complications could be quite expensive and
an uncompleted project would be undesirable.
b. 4 Quarry Road—Local Consistency Review —Amended application to include a
spa/hot tub and a natural gas generator—Referred by the Village of Larchmont
Planning Board
Marina Matheson and Paul Milliot from Daniel S. Natchez and Associates presented
the amendment to the application for 4 Quarry Road. The proposed spa/hot tub and
generator would be located outside the flood zone and the generator would be
screened from view. CZMC found the proposed amendment to be consistent with the
policies in the LWRP but did recommend soundproofing the generator as much as
possible.
3. LWRP Discussion
Charles McCaffrey led the discussion of the Public Coast and Policy 9. This section of
the LWRP includes open space, parks and conservation areas within the coastal zone.
This section also focuses on the preservation and enhancement of recreational
opportunities and public access. CZMC discussed the Public Trust Doctrine, access to
the waters of the State and underwater land grants. Some changes to the local zoning
ordinances may be recommended in order to promote these policies.
A copy of the 2004 Open Space Inventory that was prepared by CZMC will be sent to
Charles McCaffrey and members of CZMC. A copy of the Critical Environmental Areas
map will also be provided.
