HomeMy WebLinkAbout2013_10_28 Coastal Zone Management Commission Minutes CZMC Minutes October 28, 2013 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on October 28, 2013 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:05 p.m. MEMBERS PRESENT: Marc Godick, Co-Chair C. Approval of Minutes The minutes of the August 26, 2013 meeting were approved as submitted. 2. Consistency review: 4 Quarry Road—Demolition of existing residence and construction of a new 2 1/2 story dwelling, driveway, terraces and associated stormwater controls. Referred by the Village of Larchmont Building Department Jordan Wilkenson, Daniel Natchez and Rafe Churchill presented the proposal for the demolition of the existing house at 4 Quarry Road and construction of a new 2 1/2 story house. Page 1 of 2 CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. However, CZMC suggests that it is unnecessary to use infiltrators solely for the control of stormwater discharges from the site because the property is located directly on the shore of the Long Island Sound, where there is little concern that these discharges will impact flooding. In addition, the applicant is reducing the total amount of impervious surface on the property from±8,802 to ±8,108 for a total reduction of approximately 694 sq. ft. Instead, it is recommended that the applicant provide for stormwater quality control, using a pretreatment system that includes a plan for the inspection and maintenance of this system. Per the Commission's suggestion, the applicant has revised the stormwater site plan to show a total of 8 infiltration chambers for pre-treatment of stormwater and has prepared a stormwater control maintenance plan for the site. 3. Wetlands and Watercourses Permit: 16 York Road—Construction of a new 2-car garage, family room and stormwater system. Referred by the Town of Mamaroneck Planning Board Michael Fairweather presented the proposal for the construction of an addition to his single-family house and the installation of a stormwater system within 100-feet of the Sheldrake River. CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. However, if it is possible, the infiltrators should be located in an area outside the flood zone and closer to the house. In addition, they recommend that an inspection and maintenance plan be prepared. 4. Stormwater Management Policies Discussion CZMC members briefly discussed the need for the Town and the Village to update the stormwater management regulations and will continue this discussion at the next meeting. 5. Old Business CZMC members briefly discussed the benefits of updating the LWRP and will continue this discussion at its next meeting. 6. New Business No old business to discuss.
