Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: C. Approval of Minutes The minutes of the August 11, 2014 and September 22, 2014 meetings were approved as submitted. 2. Referrals: a. 33 Marbourne Drive—Wetlands and Watercourses Permit Application for the construction of a new single family home—Referred by the Town of Mamaroneck Planning Board Benedict Salanitro and Steven Nebel presented the proposal to construct a new single family home at 33 Marbourne Drive. The vacant lot is primarily wooded with steep slopes and a tributary of the Mamaroneck River running through the property. In addition to the steep slopes, existing easements further limit the possible location for Page 1 of 3 the placement a home. As proposed, the home will be a modular structure placed on pilings with a small crawl space underneath. No changes to the existing topography will be required. Three trees will have to be removed and additional plantings are proposed. Infiltrators will be installed in the front yard to capture stormwater runoff. CZMC arranged to visit the site on Monday, November 3rd at 7:30 am and will continue discussions at the next meeting. b. 29 Hazel Lane—Local Consistency Review for the replacement of an existing timber sea wall with a stone wall—Referred by the Village of Larchmont Building Department James Sanok presented plans to replace the existing timber seawall with a new stone seawall. The proposed wall will be dry-lain with gravel behind it to help it drain. A joint permit has been received from the NYSDEC and the Army Corps of Engineers but local consistency review is still required. CZMC found the proposed action to be consistent with the policies in the LWRP. c. 5 Sheldrake Avenue—Wetlands and Watercourses Permit Application for the construction of an addition to a single family home—Town of Mamaroneck Planning Board Donald Zachary Schweter presented the proposal for the construction of an addition to the existing single family home within the buffer zone of the Sheldrake River. Although the footprint of the home is being increased, the proposed plan shows a net decrease in the total amount of impervious surface area on the property because the asphalt driveway will be replaced with gravel. Three CULTEC chambers are proposed in the rear yard to provide for some detention and treatment of storm water runoff from the property. The CULTEC chambers would seem to be of little value if placed as proposed. Therefore the CZMC proposed that the approval be conditioned on the following suggested changes: CZMC recommends that the basement of the addition be removed due to its location in a flood zone. In addition, it is recommended that the driveway be flexi-paved instead of gravel because of the possibility that a future property owner may convert the driveway back to asphalt again. This possibility seems less likely if a porous pavement surface is used. Because of the reduction of storm water runoff from the site, the applicant's willingness to change the driveway surface and the provision for water quality treatment, CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Plan. 3. LWRP Discussion Charles McCaffrey led the discussion of the Developed Coast: Policies 1, 2 and 3. CZMC discussed existing zoning and land use as well as the preservation of open space and historical properties. Recommendations should be made to the Town and Village Page 2 of 3 Boards to change the current zoning for the protection of open space or to add significant properties to the National Register of Historic Places if their preservation is desired. A copy of the Town's sustainability plan and current Census data will be provided to Charles for the next meeting's discussion. 4. Old Business No Old Business to discuss. 5.
