Minutes of Regular Meeting, May 21, 1990
Present: Cora Rust, Chair; Helga Bendix, Lee Bloom,
Ian Spier, Mary McDonald, Carmine Magazin,
Kathleen Tracy O'Flinn, Town Councilwoman, Liaison
The minutes of the April 23, 1990 meeting were approved as corrected
(Page 2, fourth paragraph "Mr."Spier) .
The minutes of the February 26, 1990 meeting were distributed, reviewed
and approved as corrected (Page 1 first paragraph "award" and third
paragraph Mr. Norman "Kline" and Attendance, Kathleen Tracy "O"Flinn) .
Cora Rust reviewed the terms of the members of the commission and
requested that the members contact her to let her kncw if they wish to
continue to serve. There are nine positions on the commission. Terms
are for three year periods. Terms are so staggered that throe terms
expire annually. For the record the terms of Ian Spier, Mary McDonald,
and Judy Martin expired May, 1989. The terms of Cora Rust, Carmine
Magazin, and Lee Bloom expire May, 1990. There currently is one
vacant position. Councilwoman O'Flinn indicated that efforts are being
made to encourage citizens to volunteer to serve on the various
commissions. It was suggested that notice to the community of the
opportunity to serve be noted in the Supervisor's Newsletter which has
town-wide distribution.
Councilwoman O'Flinn reported on the presentation of the Human Rights
Award Plaque to the Town. A permanent site to display the plaque has
not yet been determined. Members of the commission suggested the
plaque be placed in a public area of the Town Center - near the
Supervisor's Office or in the main hall.
Ian Spier reported that the School subcommittee had communicated with
Mr. Tom Roca of the Boatel of Education and he suggested June 4th as a
meeting date. Several committee members would not be able to meet on
that date and Mr. Spier agreed to try to get a later date. He also
reported on a letter he received from Dr. Ronda Gersten, retiring
director of personnel for the school district. Dr. Gersten outlined
efforts being made to recruit minority teachers through an intern
program with Fordham University. She also asked for suggestion from
members of the commission. Discussion followed and the following
points were made:

1. School Board should increase its efforts with the New York City
University system.
2. Members of the commission should be regularly advised in a timely
fashion when positions are about to become available. It was noted
that retirement from the system of minority teachers is further
depleting number of minority staff.
Mrs. Rust reported that Jose de Tasa, Chairman of the Iarchmont Human
Rights Commission is following up with Leon's Taxi on the complaint
received by the commission. Be will share the results of his findings.
The committee on the Peter Fousek Award met and reported that the
following three points were agreed upon as broad criteria for the
award:
1. Nominations for the award are open to all residents of the
tri municipality.
2. Volunteer service is to be the criterion for the award.
3. Nominations can be handwritten.
The award committee is composed of the respective chairs of the throe
human rights commissions in the town and villages, and one member at
large from each of the three commissions.
The meeting was adjourned at 9:50 P.M.
