HELD IN CONFERENCE ROOM C OF THE TOWN CENTER

CALL TO ORDER
This special meeting is a continuation of a duly noticed public hearing and was called to order at
7:32 P.M.
MINUTES
The minutes of September 25, 2019 were discussed.
Motion: To approve the minutes of September 25, 2019 with technical corrections.
Action: Unanimously approved
Moved by Ira Block, seconded by Elizabeth Cooney
Ralph Engel stated that the Building Inspector has determined that there are portions of the
proposed plan that are not zoning compliant.
Winged Foot Golf Club/US Golf Association—2020 US Open
Mr. Cermele, the applicant's representative, stated he understands the points made by the Chair
and apologized for the late submission of a revised plan and explained that they met with the
neighbors yesterday to come to a resolution. The plan presented this evening reflects changes
made after meeting with the neighbors. A revised plan will be timely submitted for the next
regularly scheduled Board meeting.
Mr. Cermele explained the changes to the plan regarding the temporary road access and gravel
compound area. Because of storm water concerns, the temporary road was moved further from
the houses now at 180+ feet, which expands the separation from the neighboring house. The
road will now only be paved 50-75 feet and the remainder will be a composite material. In
addition, the vendor compound was reduced.
Timing of work was discussed. Construction of the road would begin in November. This road
would be used only for buses during the event. The fence installation will begin in March.
Trucks will use Wesleyan. The event will take place from June 8th to June 24`h

The use of the proposed residential lot for emergency vehicles was discussed. The area will be
used for safety and security for the event. Mr. Wasp stated that the Building Inspector will
review the revised plan for zoning compliance.
Mr. Engel asked whether this has been to the Town Traffic Committee and Mr. Cermele
responded not yet.
PUBLIC COMMENTS
Andrew Spatz and Barry Galardi, the neighbor's attorneys, addressed the Board.
Mr. Spatz stated they have worked hard with the applicant and are pleased that most of their
concerns have been addressed.
Mr. Galardi stated that the new proposed plan is a lot less intrusive. The uses of certain areas,
the generators, lighting, and material for the road, hours of operation, and the removal of all
disturbances were still being discussed. Mr. Spatz stated that the remaining questions pertained
to the hours of operation and Mr. Engel stated that the Town Code has requirements for hours of
operation.
Mitch Green of 6 Meadow Place and a member of the Town's Sustainability Collaborative put
forth a letter of proposals, which was entered in to the record and Marked Exhibit 1-10-19. Mr.
Engel suggested that Mr. Green should confer with the applicant to discuss how and to what
extent the proposals could be implemented. Mr. Howe stated he will discuss the matter with Mr.
Green.
Mr. Cermele requested a draft resolution.
Ms. Aitchsion stated that SEQR needs to be completed.
The matter was adjourned to November 13, 2019.
