OF THE TOWN OF MAMARONECK
HELD IN CONFERENCE ROOM C OF THE TOWN CENTER

Also Present: Robert Wasp Town Engineer, Lisa Hochman, Counsel to Planning, Elizabeth Paul,
Environmental Planner, Anthony Oliveri, Consulting Engineer.
Absent: Eileen Weingarten, Edmund Papazian
CALL TO ORDER
The Meeting was called to order at 7:30 P.M.

1. 84 Weaver Street—Residential Site Plan -Public Hearing continued
Frank Marsella, the applicant's architect, addressed the Board stating that they appeared before the
Coastal Zone Management Committee (CZMC) on January 28 and before the Planning Board
December 12, 2018 and January 9, 2019. The plan is to demolish the existing residence and build
a new single-family structure and maintain the existing garage.
The CZMC letter was discussed.
The Board discussed storm water management and the driveway and Mr. Oliveri asked for
clarification of the plans regarding the gravel driveway.
Mr. Engel stated that the blue sign regarding the school was placed by the Village of Mamaroneck
Historical Society and directed that the application be referred to them for their response.
Ms. Cooney questioned whether it was the site or the structure that is listed in Policy 23 of the
Local Waterfront Revitalization Plan (LWRP). The Board discussed whether anything remains of
the original circa 1808 schoolhouse to merit protection. Mr. Block stated Policy 23 identifies this
structure.
Mr. Marcella stated that the existing structure is different from 1983 when the LWRP was adopted.
He further stated that the structure received a CO as a single-family house in 1925 and there is no
deed restriction on the property.

Ms. Hochman explained that Chapter 234 of the Town Code establishes Planning Board
procedures for when the CZMC makes a finding of inconsistency with the LWRP.
Mr. Engel referred the application to the Village of Mamaroneck Historical Society.
Mr. Wasp asked if they have received a DOT permit.
Mr. Engel reminded the applicant that submittals are due 14 days prior to the date of the next
Planning Board meeting.
The matter was adjourned.
2. 145 East Garden Road—Residential Site Plan - Consideration continued
Steve Marsh, the applicant, stated that the plan is to demolish the single-family residence and build
a new single-family residence. He further stated that they presented the plan to CZMC in January
and were found to be consistent with the LWRP.
The rear retaining walls were discussed. Mr. Wasp asked for an agreement with the neighbor as
a condition of approval.
Mr. Oliveri voiced concerns regarding driveway water being directed to the back corner, as well
as grading around the perimeter of the house not being shown for average grade calculations.
Mr. Engel stated that the submitted plans will need to be slightly modified and he reminded the
applicant that submittals are due 14 days prior to the date of the next Planning Board meeting.
Motion: To set the public hearing for March 13, 2019

Mr. Engel asked for the draft resolution to be prepared.
3 & 4 1 Briarcliff Road—Wetlands & Watercourses Permit & Residential Site Plan -
Consideration
Ms. Paul stated that there is a lack of detail on the landscaping plan and there needs to be names
and sizes of the proposed plantings as well as detail on the proposed rain garden. She further stated
that a wetlands narrative is also required pursuant to Section 114-7.D.
Mr. Oliveri and Mr. Wasp stated that they would meet with the applicant's engineer to develop a
more efficient design.
Mr. Engel stated his concerns regarding the area of depression as an attractive nuisance and he
also asked for screening between the deck and the neighbors.
Mr. Oliveri suggested the applicant be referred to the CZMC.

The matter was adjourned to March for further consideration and it is expected that revised plans
will be submitted. Mr. Engel reminded the applicant that submittals are due 14 days prior to the
date of the next Planning Board meeting.
