1. Winged Foot Golf Club
Peter Bevacqua (USGA attorney)stated the USGA believes that after discussions with
representatives from the Town of Mamaroneck and with the information and materials supplied by
the USGA, the Planning Board will be able to reach an acceptable level of understanding and
comfort in connection with the 2006 U.S. Open.
Frank Bussey (Director, U. S. Open Field Operations) prepared a sketch of the cross section of a
typical gravel road, including the use of the highway grade filter cloth.
Steve Worthy(Director of Operations for the USGA)stated the Board was provided with
information which including a detailed site map, operational requirement materials (including
materials related to the temporary gravel and Dura-Mat roads to be used on site) and the
completion of an Environmental Quality Review/Full Environmental Assessment Form. Mr.
Worthy continued to say the USGA has attended multiple public sessions, as well as a session
conducted by the Coastal Zone Management Committee (CZMC). Mr. Worthy also stated that
issues that have been brought to the attention of the USGA concerning temporary gravel and
Dura-Mat roads, as well as storm water drainage in connection with certain temporary tent
structures. Mr. Worthy avowed all roads are temporary and pervious in nature, would be removed
immediately upon the conclusion of the event, and would not have any permanent or negative
impact on the site. Mr. Worthy responded regarding hours of operation by stating during the Pre-
Event: The USGA has proposed the following work hours for preparations in the months leading
up to the event:
November& December, the temporary road construction - Monday through Saturday, 7am—6 pm
March through May, tents and generators- Monday through Saturday, 7 am—9 pm
May through June, tents and generators- Monday through Sunday, 7 am—9 pm

All proposed temporary roads are to be located within the interior of the Property, minimizing any
noise impacts during construction.
During the Event: The proposed hours of operation during the event are Monday through Sunday
5:00 am—2:00 am between June 12th and June 18th
Post-Event: The proposed hours of operation for June 18th through June 30th are Monday through
Sunday, 7 am through 9 pm and for June 30th through August 15th are Monday through Sunday, 7
am through 6 pm. The removal of all trailers, dumpsters, portable toilets, tents, bleachers and
generators will occur during this time period.
Mr. Worthy responded to questions regarding parking and access by saying the USGA is
currently working with the NY State Police, Westchester County and Town of Mamaroneck Police
and State/County DOT on the final parking and access plan for the open. The general
components of the parking and traffic plan are as follows:
Orchard Beach/Pelham Bay Park: The USGA plans on assigning approximately 6,000 spectator
vehicles to Orchard Beach and then busing the spectators using the Hutchinson River Parkway.
There is concern about congestion on the Hutchinson River Parkway and the USGA is working
on an alternate route such as using Northbound 1-95.
Westchester Community College: The USGA plans on having approximately 4,500 vehicles park
at Westchester Community College and the spectators will be bused using 1-287 to the
southbound Hutchinson River Parkway.
SUNY-Purchase: The USGA plans on having approximately 2,500 corporate hospitality client
vehicles assigned to the parking area at the SUNY-Purchase campus. These patrons will be
shuttled south on the Hutchinson River Parkway
Mamaroneck Train Station: The USGA will have a shuttle running from the Mamaroneck Train
Station to Winged Foot. The USGA has met with representatives of the MTA in order to secure
additional trains.
Limo/Taxi/Family Member Drop-Off: Each year the USGA designates a location to accommodate
a family member drop off and for attendees who use a limo or car service to reach the site.
Winged Foot: There will be a very limited number of vehicles parked on-site at Winged Foot.
Approximately 350 cars will park on-site at the club.
Mr. Worthy responded to the question regarding a helicopter fly-over by saying the USGA will
apply to the Town of Mamaroneck Planning Board for a waiver of the Town Ordinance for a one-
time fly-over of the property at some point within the month prior to the Open for the Open's
broadcast partner, NBC.
ACTION: Marc Rosenbaum made a motion, seconded by C. Alan Mason, that the Planning
Commission conditionally approves the Site Plan application, which was carried by the following
vote:

SITE PLAN APPROVAL
WINGED FOOT GOLF CLUB
As Chair of the Planning Board of the Town of Mamaroneck I hereby certify that the
following is the Resolution adopted by the Planning Board at a meeting held on
November 9, 2005.
WHEREAS, Winged Foot Golf Club has submitted an application for Site Plan Approval for
the proposal to hold the USGA US Open in 2006 for the property located at 851 Fenimore Road and
known on the Tax Assessment Map of the Town of Mamaroneck as Block 347, Lot(s) 1../1 &../2 in
proper form and complying with all requirements of the Town Code not waived by the Planning Board
on the recommendation of the Town's Consulting Engineer as unnecessary or irrelevant to this
application,other municipal agencies, and the comments of the Consulting Engineer to the Town
and this Planning Board; and
WHEREAS,this Board held a duly noticed Public Hearing on the application for Site Plan
Approval on November 9, 2005;
WHEREAS, the proposed action is an Unlisted Action pursuant to SEQRA and MEQRA; and
WHEREAS, the Planning Board has adopted a Negative Declaration of environmental
significance, a copy of which is attached hereto;
NOW, THEREFORE, BE IT RESOLVED, that Site Plan Approval is hereby GRANTED
for the application submitted by Winged Foot Golf Club subject to all terms and conditions set
forth herein:
I. General Requirements
All site work, landscaping, storm water drainage and treatment systems shall be in
accordance with the plans submitted, as follows:
1. 2006 US Open Championship Map, dated 10/07/05, received 11/02/05;
2. Site Plan and Operations Summary, dated 11/01/05, received on 11/02/05;
II. Special Requirements
1. Erosion and Sedimentation Control During Construction
Erosion and sedimentation control shall be in accordance with the Town Surface
Water, Erosion and Sediment Control Law, Erosion and sediment control plans shall
be approved by the Town Consulting Engineer prior to commencement of
construction. A sediment and erosion control plan shall be submitted which shall
include a construction timetable and inspection schedule.
2. Hours of Operation
Pre-Event: Works hours in the months prior to the event shall be as follows:
• November through February (temporary road construction)- Monday through
Saturday, 7am—6 pm
• March through May(installation of tents and generators)- Monday through
Saturday, 7 am—9 pm

• May through June (installation of tents and generators)- Monday through
Sunday, 7 am—9 pm
All temporary roads are to be located within the interior of the Property, minimizing

Post-Event: The hours of operation from June 18th through June 30th shall be Monday
through Sunday, 7 am through 9 pm and from June 30th through August 15th, shall be
Monday through Sunday, 7 am through 6 pm.
The removal of all trailers, dumpsters, portable toilets, tents, bleachers and
generators shall occur during these time periods.
3. Performance and Maintenance Bonds
The applicant shall furnish to the Town a bond or cash deposit in the amount of$4,000 to be
combined with the Erosion and Sediment Control Permit bond to ensure satisfactory completion
of the project and the rehabilitation of the affected or disturbed areas.
This decision shall be filed with the Town Clerk as provided in Section 267-a(2)of the Town Law.
2. O'Connor Subdivision
The applicant requested that this application be adjourned to the December 14, 2005 meeting.
3. Citipark Service Station
Thomas Gubin (Citipark Service Station representative)approached the Board and stated his
proposal for renewal of a Special Permit. Mr. Gubin continued to say there are no additional
changes but he would like to amend the hours of service. Mr. Gubin stated the current hours are
8:00 a.m. to 6:00 p.m., Monday through Friday, and 8:00 a.m. to 1:00 p.m. on Saturdays and he
would like to amend the hours to 8:00 a.m. to 8:00 p.m., Monday through Sunday. Some of the
Board members had concerns about allowing the service station to be open for business on
Sunday. The Board decided to amend the hours of operation to 8:00 a.m. to 8:00 p.m., Monday
through Friday, and 8:00 a.m. to 4:00 p.m. on Saturdays.
ACTION: John Ortiz made a motion, seconded by Marc Rosenbaum, that the Planning
Commission approves the Special Use Permit Renewal application, which was carried by the
following vote:

CERTIFICATION

CITIPARK SERVICE STATION
WHEREAS, Thomas Gubin, Citipark Service Station, submitted an application for the
renewal of a Special Use Permit on the premises located at 613 Fifth Avenue/2 Valley Place and
known on the Tax Assessment Map of the Town of Mamaroneck as Block 131, Lot 1 as a private
auto garage; and
WHEREAS, this Planning Board (the "Board") has determined that the proposed action is
a Type II action and that, therefore, no further action is required under SEQRA; and
WHEREAS, the Planning Board conducted a Public Hearing on November 9, 2005; and
WHEREAS, the Planning Board having considered the application for renewal of a
Special Use Permit, the plans and zoning report and environmental assessment submitted by the
applicant, comments and responses to questions by the applicant, the reports and comments of
the Consulting Engineer to the Town and having heard interested members of the public; and
NOW, THEREFORE, BE IT RESOLVED that this Board makes findings of fact as
follows:
1. The proposed use as limited by the conditions set forth herein is in general harmony
with the surrounding area and shall not adversely impact upon the adjacent
properties due to traffic generated by said use or the access of traffic from said use
onto or off of adjoining streets.
2. The operations in connection with the Special Use Permit will be no more
objectionable to nearby properties by reason of noise, fumes, vibrations, flashing of
lights or other aspects than would be the operations of any other permitted use not
requiring a Special Use Permit.
3. The proposed Special Use Permit use will be in harmony with the general health,
safety and welfare of the surrounding area by the nature of its particular location. It
will not adversely impact upon surrounding properties or surrounding property values.
4. The property subject to this Special Permit has no existing violations of the Town of
Mamaroneck Zoning Ordinance.
5. The applicant has demonstrated that there has been no change in circumstances in
the area, which would require the Planning Board to deny this request.
BE IT FURTHER RESOLVED, that this Board GRANTS the application of Thomas
Gubin, Citipark Service Center for the RENEWAL of a Special Use Permit for a private auto
garage subject to the following terms and conditions:
1. The hours of operation of the garage shall be 8:00 a.m. to 8:00 p.m., Monday through
Friday, and 8:00 a.m. to 4:00 p.m. on Saturdays.
2. Petroleum waste shall be removed from the premises by a properly licensed disposer
of such material.
3. The operation shall be limited to servicing corporate vehicles; it shall not be open to
the general public.
4. There shall be no parking or storage of any vehicle on the 4 ft. wide area along the
lengths of the Fifth Avenue boundary and the Valley Place boundary; these areas

shall be striped: the words "No Parking" shall be painted on both sides of the Fifth
Avenue side and Valley Place side.
5. There shall be no parking of any vehicles belonging to either employees or vehicles
being serviced on Fifth Avenue, where the local law provides no parking.
6. No car parts or metal shall be stored outside the building except in the properly
enclosed refuse containers.
7. This Special Use Permit is subject to the termination requirements set forth in Section
240-64 and 240-65 and the use restrictions set forth in Section 240-30B of the
Zoning Code of the Town of Mamaroneck.
8. This Special Use Permit shall be valid for two (2)years from the date hereof.
This decision shall be filed with the Town Clerk as provided in Section 267-a(2)of the Town Law.
4. Varela Estates
This application was adjourned to the next meeting on December 14, 2005.
5. Elmcroft Estates
Fred Koelsch (applicant's attorney)stated a storm water analysis has been submitted analyzing
up to a 100 year storm. Mr. Koelsch also stated Winged Foot Golf Club did a preliminary analysis
and there would be no disturbance to Bruce Road. Eric Abraham (applicant's engineer)stated
minor modifications to the upper pond will be required to accommodate the effects of additional
stormwater generated by the project site. The Planning Board unanimously approved to adjourn
this application to a public hearing on December 14, 2005.
6. Forest City Residential, LLC
Joel Sachs (applicant's attorney) approached the Board and stated the applicant is requesting a
special permit for a mixed-use development within the Town of Mamaroneck's Business-Mixed
Use Business (B-MUB)zoning district. Mr. Sachs continued to say the proposed project includes
the construction of a multi-family residential building with associated parking and facade and site
improvements for an existing retail center. Mr. Sachs also stated the number of proposed
apartment units has been reduced to 135, or 24 fewer than the maximum established in the
Findings Statement; and the apartments are now proposed to be held in condominium ownership,
rather than being rental units. The Planning Board unanimously approved to adjourn this
application to a public hearing on December 14, 2005.
