OF THE TOWN OF MAMARONECK, OCTOBER 5, 2016
HELD IN CONFERENCE ROOM A OF THE TOWN CENTER

CALL TO ORDER
The meeting was called to order at 7:30P.M.

Motion: On motion of Ira Block, seconded by George Roniger the minutes of the September 14, 2016
meeting were approved 7-0
1. 851 Fenimore Road-Winged Foot Golf Club—Wetlands&Watercourse Permit-
Consideration
Joe Cermele,the applicant's engineer, addressed the Board stating they are requesting a Wetlands
and Watercourse permit for restoration to the west golf course. He showed a plan of the proposed
area to be renovated, stating that most of the work is outside of the wetlands area. He also stated
that the stream channel would be improved and that there is no re-grading proposed.This work is in
anticipation of the 2020 US Open.
Mr. Cermele explained that the applicant proposed to reconstruct the greens, bunkers and tees for
better drainage. Mr. Cermele further explained that the drainage channel is only 5 feet wide,which
makes maintenance difficult and that they plan to widen it to 10 feet, construct a new headwall and
extend the pipe. He added that the drainage channel hasn't been touched and sediment has
accumulated so the club is proposing to clean out the sediment without disturbing the bank.The
removed sediment will either be stockpiled or removed by truck and disposed of in compliance with
applicable state and local requirements. Trucking and stockpiling was discussed.
In addition, Mr. Cermele stated that there are 75 trees to be removed that are dead, dying or
diseased. The club plans to plant 70 trees of 1-5 inch to 16-inch caliper. Ms. Paul,the Town's
Environmental Planner, is reviewing the tree removal plan.
The Board and the applicant discussed the timing of the project.

Mr. Cermele stated that they have met with the Town staff about permission for routine
maintenance of the golf course.
The Chair asked the applicant to clearly distinguish routine maintenance from work that would
require a Wetlands and Watercourse permit. The applicant agreed to revise its submission.
Mr. Engel stated that he would like better pictures.
Ms. Hochman stated that this is a SEQRA type 1 action and a determination of significance must be
made before any action can be done.
The application was referred to CZMC for their meeting scheduled for October 24.
Mr. Cermele asked that a draft resolution be prepared.
