Central Park Avenue Hartsdale, New York 10530 Francine Brill, Recording Secretary 1. Minutes The Planning Board approved the Minutes of 5/14/03, 7/09/03, 9/10/03, 11/12/03 on motion of C.A. Mason, seconded by Edmund Papazian as follows 5/03 3 votes, 7/03 3 votes, 9/03 3 votes, 11/03 2 votes The Minutes of 12/13/06 on motion of C. A. Mason, seconded by John Ortiz were approved unanimously 4-0. 2. North Brook Road The Board adjourned the matter to the next meeting February 14, 2007. 3. Bonnie Briar Country Club The Public Hearing was opened at 8:05 Board member John Ortiz recused himself and left the room because he is a member of Bonnie Briar. Benedict Salanitro (applicant's engineer) appeared and addressed the Board. Mr. Salanitro stated that they were trying to work out erosion measures in answer to Mr. Oliveri memo dated 1/10/07. Guide lines should be followed and dredging would not be done until July, August drier months so as not to create erosion issues while the work is being done. Mr. Salanitro stated that the club is willing to explore all measures and will work closely with the professional staff to control the erosion problem. The plans as shown reflect the 12/11/06 memo from Mr. Oliveri not the 1/10/07 memo. After some discussion the matter was adjourned to the February 14, 2007. 4. Diamond Glass Company Consideration David Dunn Regional Director of Diamond Glass appeared and addressed the Board. Mr. Dunn state that the shop they had in Pelham was bought by Commerce Bank and they were looking to establish a new shop in the area. Mr. Dunn stated that auto glass repair is considered clean auto repair. Also there are 5 employees each of whom have a vehicle that will be parked on the premises; and they receive nightly deliveries at about 11:00 PM After some discussion the board decided that the matter must be referred to New York State Thruway Authority, Westchester County Planning Board, the City of New Rochelle and the Coastal Zone Management Commission. Mr. Dunn was advised that the Board would like to see the nightly deliveries no later than 10:00 P.M. as there are residential homes next door. The matter was adjourned to a Public Hearing; the next meeting February 14, 2007 5. John and Marguerite Lee Consideration Sue Ellen Commender (applicant's Landscape designer) appeared and addressed the Board Ms. Commender stated that the 44,000 sq. Ft. property is basically weeds. Ms. Commender showed photos of the invasive plants she would like to remove as the owners wish to revitalize the property. Ronald Carpaneto stated that the owners are demolishing the existing residence and building a 4,000 sq. ft. house, the FAR would support a 10,000 sq. ft. house. The matter is referred to the Coastal Zone Management Commission, Westchester County Planning Board, and the Tree Commission The Planning Board will take the recommendation of the CZMC. The Board informed Ms. Commender that a Landscape Architect needs to sign the plan. The matter was adjourned to a Public Hearing, the next meeting February 14, 2007. 6.
