4 RECEIVED Town of Mamaroneck FEB 5 1990 PATRICIA A.DiCIOCCIO Conservation Advisory Commission TOWN CLERK MAMARONECK N.Y. 740 West Boston Post Road Mamaroneck, N.Y. 10543 914-381-6133 MINUTES NOVEMBER 16, 1989 A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, November 16, 1989 in Conference Room A of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:15 P.M. Members Present: Michael Scheffler, Acting Chairman Charles Bernstein Herbert Calman Sandy Feldman Irma Volk Mary Anne Johnson, Emeritus Others Present: Stephen Altieri, Town Administrator Tom Leddy, Superintendent of Highways Claudia Ng, Environmental Coordinator Grace Huntley Pugh, Landmarks Chairman ' Rene' Rathschmidt, Recording Secretary Members Excused: Kevin Ryan Susan Cavalieri Gladys Sherak ADMINISTRATIVE MATTERS Sr Approval of Minutes - The minutes for October 19, 1989 were approved. Next Meeting - The next meeting is scheduled for January 18, 1989. ft• ENVIRONMENTAL COORDINATOR REPORTS CAC Work Program 1990-1991 - Claudia Ng informed the Commission that the CAC Work Program for 1990-91 must be submitted to New York State Department of Environmental Conservation (DEC) by mid-January. In light of this information the CAC reviewed its current work plan and its goals and objectives for the following year. The Commission approved a revised work plan as outlined: 1. Continue advisory service to the governing bodies. 2. Oversight and maintenance and enhancement of conservation areas. 3. Sheldrake River Watershed Study. 4. Enhancement of recycling program. • 3. Cooperative assistance to the Coastal Zone Management Commission. CAC Minutes - 11/16/89 6. Assist the Town of Mamaroneck with the review, drafting, implementation, and enforcement of environmental laws. 7. Continue monitoring of all waters, fresh and salt. 8. Focus on curbing boat waste problems from both human and engine sources. 9. Involvement with the L.I.F.E. Center 10. Preparation of a brochure and an annual report for the CAC. 11. Organizing activities for the National Celebration of the Outdoors (Earth Day) . 12. Create a list of appropriate planting for streamside properties and properties adjacent to conservation areas. Continental View Residential Development - The Draft Environmental Impact Statement (DEIS) , including maps, was distributed for all to see. Mrs. Grace Pugh was in attendance and she brought along old photographs of the area. Mrs. Pugh mentioned that the area contains the last estuary coming up to Boston Post Road and that the opposite shore had been designated a bird sanctuary in 1966. Also discussed was the letter to the Village Board of Appeals dated October 31, 1989 which stated the CAC's recommendations and position on this issue. Sheldrake Watershed Study/Natural Resources Inventories - Claudia Ng outlined the original and revised proposals on the project. She noted that the Commission needed to decide upon which base map to use and also indicated the the costs of producing this kind map, regardless of it's base, requires it to be a capital project. Steven Altieri, Town Administrator, interjected and © stated that the Town Budget has already included several capital projects for 1990 and questioned whether or not the map could be deferred until. 1991. Irma Volk asked if there was anything that could be accomplished in 1990 and Ms. Ng stated that it would be difficult because the project flows from the base map. Mr. Altieri, addressing the Commission's concern over whether any lead way would be made on this project this year, asked whether or not the map could be done in stages, a fly over and then mapped at a later date. He asked Ms. Ng to investigate as to whether this could be done and if so were there any advantages in doing it this way. He noted if the above questions were answered in a positive way then perhaps it could be included, in stages, to the 1990 budget. Ms. Ng will investigate and inform Mr. Altieri of her findings. National Celebration of the Outdoors/Earth Day - Charles Bernstein mentioned that Earth Day is April 22. Mary Anne Johnson noted that in earlier years whole communities participated by organizing symposiums She said that these communities had formed committees which met and planned topics for these symposiums. Michael Scheffler asked if they were well attended and Mrs. Johnson replied yes. Mr. Scheffler noted that it might be difficult to organize any for this year because of the short time span. Mrs. Johnson concurred and stated that in previous years organizing had been done much earlier. Ms. Ng suggested that ideas, organizing, and planning be accomplished by January. Charles Bernstein suggested involving neighborhood associations and Michael Scheffler suggested tours of the conservation areas be conducted on Earth Day. Ms. Ng informed the Commission that The Continuing Education Center has scheduled a Recycling Workshop for April 19. Mrs. Johnson said that she thought it would be a good idea to invite other -2- CAC Minutes - 11/16/89 I organizations to the January meeting asking for input in order to prevent 1111 duplicating or overlapping activities. All concurred and Ms. Ng will write a general memo to organizations. Water Pollution Prevention Project - Ms. Ng distributedan article "Stencil the Town Fishy" which was brought to her attention by Ms. Phyllis Wittner, Chairman of the Coastal Zone Management Commission (CZMC) . She went on to note its contents which told of how students were stenciling the sewer drain covers in Washington State to read "DUMP NO WASTE DRAINS TO BAY" in hopes of preventing further pollution into the Bay. Mrs. Johnson suggested doing something similar as a project for Earth Day. All concurred. EDUCATION LEGISLATION REPORTS County Department of Environmental Protection - Mrs. Sandy Feldman reported on the Pace University Study calling for the creation of a County Department of Enivironmental Protection. Mrs. Feldman outlined the study for the Commission and the CAC agreed to endorse it. Mr. Scheffler asked Ms. Ng to draft a letter to Diane Keane stating the CAC's endorsement of the Pace Report and calling for preparation of legislation. NEW OR OTHER BUSINESS Bayberry Country Club - Ms. Ng reported that Robert Hohberg had told her that he thinks the Bayberry Country Club had discharged it's pool water into the river. THE REMAINING AGENDA ITEMS WERE TABLED UNTIL THE JANUARY MEETING DUE TO THE LATENESS OF THE HOUR. Meeting adjourned at 10:40 P.M. C -3-
