j' TOWN OF M MARONECK CONSERVATION ADVISORY COMMISSION
AND WATER CONTROL COMMISSION JOINT MEETING
A regular meeting of the Town of Mamaroneck Conservation Advisory Commission
and the Water Control Commission was held on Thursday, January 19, 1984, at
the Weaver Street Firehouse. The meeting commenced at 8:05 P.M.
Members present: Dr. C. Alan Mason, Chairman, CAC & WCC
Mary Anne Johnson, Emeritus
Susan Amlicke, CAC
Archie Messenger, CAC
Orlando Ciraco, CAC
Also present: Cliff Emanuelson, Conservation Consultant
Tom Leddy, Beautification Director
Thomas Amlicke, Town Councilman
Administrative Matters:
The minutes for the December 15, 1983, meeting were discussed and approved.
The next meeting for the Conservation Advisory Commission and the Water Control
Commission is Thursday, February 16, 1984, at 8:00 P;M.
Environment:
Dr. Mason reported a request has been made for construction changes by the
developer of Rockridge Construction. Police have been issuing summonses to those
using the road; utilities are being constructed through the road area. Water shed
drainage faom the site onto the Hampshire Golf Course was discussed and further
study and possible involvement of the Commission is being considered.
Dr. Mason requested Mr. Ciraco to attend the Village of Mamaroneck Planning
and Zoning Board meetings to get a feel for their concern for the environment.
It was recommeded the Flood Plain Zoning and Wetlands Regulations regarding the
flood damage prevention clauses be reviewed.
Annual Report:
Mr. Emanuelson reported various items are needed for the completion of

the rough draft to be turned over the the editor. It was decided Mr. Messinger' s
main assignment is to be Village of Larchmont Planning & Zoning representative.
It was decided the mosquito flyer will be separate from the Annual Report.
Water Courses and water bodies:
Dr. Mason reported C.Z.M. progress is in the typing stage, to be sent to
the State for review. A general discussion was held regarding water rights to
the Sound in the Village of Larchmont and Town of Mamaroneck.
Reservoir Preservation: progress is being made in the Town and Village regarding
discussion committees for the creation as a separate entity.
Solid Waste:
A general discussion of three recommendations submitted by Susan Amlicke
was held: mandated newspaper removal from garbage; full time sanitation worker
be designated overseer of the Recycling Center; better record keeping regarding
paper, glass and metals. The Commission agreed to pursue all three recommendations
and include them in the Annual Report as recommendations for recycling improvement.
One consideration which was generally accepted was the need for a clerk of works.
A coffee and donuts recycling session for workers was discussed and will be pursued
by Mrs. Amlicke.
Historical Preservation:
Mrs. Johnson discussed Indian shelters; it was decided further study and
photographs are needed on historical Indian sites, Indian rock and rock shelter
at Pinebrook Park.
Communications:
Ellen Muller, Community Relations Coordinator for D.E.C. advised 1985
funding request is progressing. The 3rd quarter reports are in process of
completion.
There being no further business to discuss, the meeting was adjourned.
