The meeting commenced at 8:05 P.M. Members present: Dr. C. Alan Mason, Chairman, CAC & WCC Elinor Fredston, CAC & WCC Robert Hohberg, CAC & WCC Mary Anne Johnson, Emeritus James Santos, CAC Archie Messenger, CAC Jacques DuBouchet, WCC Susan Amlicke, CAC Kathryn Clarke, CAC Also present: Clifford Emanuelson, Conservation Consultant Tom Leddy, Beautification Director Thomas Amlicke, Town Councilman Elizabeth Imperato, Recording Secretary Administrative Matters: The minutes for the March 22, 1984 meeting were discussed and approved. The next meeting for the Conservation Advisory Commission and the Water Control Commission is scheduled for Thursday, May 17, 1984, at 8:00 P.M. Environment: In discussing the new leaf composting area, Mr. Leddy suggested that the Town retain_the two good trailers to haul out leaves. A motion was made by Mrs. Amlicke and seconded by Mr. Messenger that the Commission will support Mr. Leddy's concern that the two good trailers be kept for leaf composting purposes. Concerning the Garfield Project, Dr. Mason reported the linen has been signed. • (2) Mr. Chuck Elfreich, Town Engineer, presented the topo map and uncompleted scale model of the proposed composting site on Old White Plains Road. A general discussion was held on preparation of the area and its use in 2 levels using a mobil crane for transferring materials. Mr. Amlicke stated that there was possibly some State funds available for site preparation. Mr. Elfreich will continue working on the scale model and the E.I.S; he suggested that the Commission request that it be the lead agency. In conclusion, Mr. Emanuelson stated that this site would be a permanent leaf composting site and pointed out the possibility of use of a mobile crane for maintenance of siltation basins. Annual Report Presentation: Dr. Mason reported the Annual Report was presented to the Town Council and it was well received. Distribution of the report was made to all persons on the Commission's mailing list. Water courses and water bodies: Mr. Hohberg and his Chemistry students have gone through one cycle of sampling stations and have returned to the upper lake of the Larchmont Reservoir. Stations covered include: Sheldrake River, Garden Lake, Columbus Park, Mamaroneck Harbor, Harbor Island, East Creek, Red Bridge and Manor Park. The formal report on the Upstream Analysis of the Pinebrook River 13 in the process of final preparation. Pending completion of graphs, the completed report will be presented. The Summer Conservation Apprenticeship Program (July 2 - August 10) was approved by the Commission. A list of potential candidates for the program was presented by Mr. Emanuelson and was approved by Commission members. Regarding changes in the Upper Sheldrake, a discussion was held concerning mmir • (3) need for a retention of stream flow and not providing for quick run-off. It was suggested that a letter be sent to Mr. N.R. Heller, Commissioner of Development for New Rochelle regarding the need for stream flow retention. Dr. Mason will sena letter, with copies to the Soil and Water Board. Mrs. Fredston stated she received Town and Village of Larchmont Fresh- water Wetlands Regulations and is reviewing same. The Commission adjourned to attend the Coastal Zone Management public hearing being held simultaneously concerning the preliminary C.Z.M. inventory for the Town and Village of Iarchmont. The C.A.C. meeting resumed with a general discussion of C.Z.M. inventory; copies of the inventory will be sent to Mr. DuBouchet, supplied by Dr. Mason. Mrs. Johnson reported that oil is still appearing at the Premium. She called Russ Keller to see what has been done about the replacement of the leaky tank at the New Rochelle Housing Authority Apartments; he will call back. Premium storm drainage: a lot of rocks at the base of the bridge supports have lir come loose; Nee Rochelle sho id be informed for repairs. There have been complaints of rock and debris in the water from local fishermen. Perhaps a clean up by boat is in order? "Clear Lakes program: to get financial help from the State to help get rid of algae, lakes must be listed with the County Health Department. The Friends of the Reservoir had already put both upper and lower Reservoir on list. Mr. Elfreich has put Gardens Lake (Duck Pond) on and is calling New Rochelle about putting Beechmont Lake on. Mrs. Johnson cited Section #665 of the Fresh Water Wetlands Law (from Susan Gallion):could be used as a model for municipalities wanting to designate local wetlands that do not meet State 12 acre requirements. These can be any size. The Town might consider (4) what small wetlands it might want to give additional protection to: i.e, those on Leatherstocking Trail, 2 or 3 or any others around Bonnie Briar, at Reservoir, at Winged Foot. Mrs. Johnson reported that the Wednesday morning walk (April 25th) in Sheldrake led by Liz Stern was billed as the 20th Anniversary of the beginning of Sheldrake Trails. Regarding Cherry Lawn, Mrs. Johnson has called the Soil and Water Board. Laura Tessier has called John Heller in New Rochelle Planning Department pursuant to New Rochelle's memorandum of agreement with the Board. He will keep the Soil and Water Board informed. Solid Waste Disposal: Mrs. Amlicke and Mr. Messenger reported that they attended the April 12th League of Women Voters forum on the subject of a proposed lease of the Maxwell Avenue Town Yard to the County for use as a solid waste collection transfer station. They expressed the concern of the C.A.C. to the panelists (which included Supervisor Battalia, Larchmont Mayor Curnin and the County Director of Sanitation) that any arrangement with the County provide contractual assurances that our existing recycling programs shall be permitted to continue without interruption at the site. A general discussion regarding glass recycling was held; there was a large drop in volume and revenues in the last two years. Mr. Messenger will follow through with Jeint Sanitation Commissioner/Treasurer Mr. DeLuca on records maintained on weights of shipments and corresponding invoices. Communications: Mr. Hohberg!s request for approval for his summer consultant project was expanded to include the Larchmont Harbor.
