held July 6th, 1932
The meetingvas called to order by Supervisor Burton at
Present; Supervisor Burton
Justices Boyd, Leeds, Messersmith and Burbank
Absent: Walter R. ngarvin, Jr., Town Clerk
It was duly moved and seconded that Deputy Town Clerk,
Evelyn G. Jacobs, act as Clerk of the meeting.
Upon motion duly made and seconded the Board unanimously
voted to dispense with the reading of the minutes of the meetings
not yet approved.
The regular order of business was suspended in order to
hear those present who wished to address the Board.
16r. Michael Jennings addressed the Board in regard to
obtaining a temporary permit. The matter was laid over to be taken
up later in the evening.
or. Victor Johnson appeared in reference to his tax bill
agreement with the Pine Brook Drainage Commission. He was requested
to wait for Counselor Gamble who was expected to be present. Mr.
Johnson left at 10 P. M., it having been discovered that Yr. Gamble
was in Albany.
mr. john Forrar requested permission to submit prices for
oil for the contemplated Fire House Oil Burner installation and was
referred to the Fire House Committee.
The regular order of business was then resumed.
A letter from William J. Kuder dated liay 26th, 1932 in
reference to the use of the St. Thomas* Church Office Building for
new town offices was read by the Clerk and the matter referred to
the Supervisor who stated that he was in touch with several offerings
for that purpose.
A letter frombpecial Counselor Frank M. Gagliardi dated
June 7th, 1932 enclosing claim of Mrs. Bernadine Cullen, 34 L�yrtle
Blvd., Larchmont, in the amount of $9.99 being refund of interest on
special assessment on Weaver Street"Sidewalk improvement was received
and read and after discussion, and upon recommendation of the Special
Counsel, this claim was upon roll call ordered paid.
Report of Henry A. Dillon, Receiver of Taxes dated July Ist,
in reference to two claims of the Bonded municipal Corporation in
reference to Tax Liens Nos. 307 and 268 was received and referred to
Counsel.
The report of the Town Clerk for the month of June, 1932,
was received and ordered placed on file.
A claim of Corbett and Co., Inc. for erecting, etc. flag
pole at the Fire House was approved, ordered paid and referred to the
Supervisor to be charged to the proper acc-ount.
Judge Leeds brought up the subject of a new flag for the pole
at the Fire House. The matter was referred to the Fire House Committee
with power.

A letter was received from Mr. Morton P. Sarfaty, dated
July 5th, requesting permission to use the Fire House on July 7th,
12th, 14th and 19th for rehearsals for the Fenimore Players. After
discussion the request was approved upon the condition that a new deposit
of $10.00 be made and that they pay such charge for the lights, etc. as
is to be fixed by the Fire house Committee.
A report dated July let was received from Town Counsel Gamble
regarding mutual cancellation of taxes by the Village of Larchmont and
the Town of Mamaroneck with the following resolution prepared by him,
to 'wit,
WHEREAS, the Village of Larchmont by its Corporation
Counsel has presented a petition asking that Lot 5a in
Block 14a Section 69 which property is owned by the Village
and is a part of Brook Place in the Village of Larchmont,
a public Village street, and has been such since 1930,
should be marked exempt on the tax roll of the 'Town of
wamaroneck, and
WHTREAS, said petition further requests that the taxes
which have accrued thereon since said lot became a Village
street, to wit, State, County and Town taxes for the year
1931 amounting to 437.00, School taxes for the year 1931
amounting to $14.90 and State, County and Town taxes for
the year 1932, amounting to $8.29, be cancelled, and
WHEREAS, certain lots in the Village of Larchmont owned
by the Town of Mamaroneck described on the assessment map
as Lot ido. 5 and 6 in Block 4, Section & also known as
Lots Nos. 10a and 109, Block P, Map of Sound Shore, are
entitled to be marked exempt on the assessment roll of the
Village of Larchmont, but through an oversight or error have
not been so marked, and
WHEREAS, taxes have accrued on said lots for the years
1930, 1931 and 1932 aggregating $36.03, and
WHTRFAS, said lots are used for municipal purposes, and
WHEREAS, this Board deems it equitable and proper that the
above request of the Village of Larchmont be granted and
said lots marked exempt and said taxes cancelled in
consideration of the Village of Larchmont taking similar
action with regard to the aforesaid lots owned by the Town,
NOW, THTREFORE, BE IT RESOLVED, that the Board of Assessors
be and they hereby are authorized, empowered and directed to
mark on their books of record the property known as Lot
_&� Block 14a, Section 6 on the Assessment Map of the Town
of Mamaroneck owned by the Village of Larchmont and used as
part of a public street, exempt;
FQRTHTR RESOLVED, that the Superfiisor, Receiver of Taxes
and Board of Assessors be and they hereby are authorized,
empowered and directed to cancel on their books of record
the aforesaid taxes for the years 1931 and 1932 now open
and unpaid against Lot 5a, Block 14a, Section 6.
After discussion the above resolution was upon motion by
Justice Messersmith, seconded by Justice Boyd, upon roll
call unanimously adopted.
Report of Henry R, Dillon, Receiver of Taxes, dated July 6th,
enclosing claim of H. P. Pope, 11 Brook Place, Larchmont, for refund of
taxes amounting to $26-.26. paid by him in error was received and referred
to Counsel for report.
Supervisor Burton requested authority of the Board to employ
an Inspector to supervise the collection of garbage, investigate com-
plaints and control the condition of the dugip. Upon motion by Justice
Boyd se conded by Justice Burbank, it was upon roll call unanimously

,FSOLVI'D, that the Supervisor be and he hereby is
authorized to employ an inspector to supervise the
collection of -garbage, investigate complaints and
control the condition of the dump.
The Deputy Clerk advised the Board that at the meeting
of the Board held on January 6th, 1932, a resolution had been
adopted reappointing the Town Clerk Registrar of Vital Statistics.
She stated that this resolution had been erroneously adopted as he
had been appointed as Registrar of vital Statistics by this Board
on January 3rd, 1930, for a term of four years. She recommended
that the resolution bf January 6th, 1932s be rescinded.
Upon motion, duly seconded, it.was
R'E'SOLVED, that the resolution heretofore adopted by this
33oard on January 6th, 1932, reappointing the Town Clerk,
Walter R. Marvin, Jr., Registrar of Vital Statistics be
and the same hereby is rescinded;
FURTHER RESOLVED, that the resolution adopted by this
Board on January 3rd, 1930, appointing the Town Clerk,
Walter R. .Marvin, dr., Registrar of Vital Statistics for
a term of four years beginning January 1st, 1930, be
ratified and confirmed.
Upon the recommendation and request of the Supervisor he was
upon roll call unanimously authorized to pay a monthly rental on a
month to mohth proposition during the emergency and at his discretion
of $100.00 for stores and offices for use of the Welfare Officer and
his assistants..
Bir. Michael-ennings requested a temporary two year modification
of the zoning law on a portion of his property at the Boston Post Road
to enable him to erect a garage and lease the same. Upon motion by
Justice Ifessersmith, seconded by Justice Leeds, it was upon roll call
referred to the Supervisor and Counselor Gamble with power.
At 10:05 P. PSI. the Board unanimously resolved to recess to
meet again at the call of the chair to take up such matters as might
properly come before it.
