HomeMy WebLinkAbout1985_03_21 Conservation Advisory Commission Minutes .corrected TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION AND WATER CONTROL COMMISSION JOINT MEETING A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on,Thursday, March 21, 1985, at the Weaver Street Firehouse The meeting commented at 8:05 P.M. Members present: Dr. C Alan Mason, Chairman, CAC & WCC Susan Amlicke, CAC Orlando Ciraco, WCC Robert Hohberg, CAC & WCC Mary Anne Johnson, Emeritus Also present: Clifford Emanuelson, Conservation:Consultant Tom Leddy, Beautification Director Thomas Amlicke, Town of Mamaroneck Countilman Administrative Matters: —r The minutes for the February meeting were discussed and approved for distribution. The next meeting of the CAC & WCC is scheduled for April 25, 1985 at the Weaver Street Firehouse, 8:00 P.M. Environment: _ Mrs. .Johnson reported on the Ospey Program to be held on Wednesday, April 17th at the Hommocks North LGI, at 8:00 P.M. ; the program is being sponsored by the Friends of the Reservoir. Dr. Mason reported the Coastal Zone Committee is working on the final draft to be sent to Albany. Mrs. Johnson is working on a revised habitat description of the Hommocks, Premium, Reservoir, Sheldrake Leatherstocking and entire coastal area. Dr. Mason discussed the freshwater wetlands workshop he attended in Yorktown Heights where Pat Neixenger gave a fine presentation. Ms. Neixenger will send us a model statute for guidante.Dr. Mason will keep the Commission informed of further developments. Paha 2. Development Projects in Works: 2155 Palmer: DT _Mason reported the Honda dealership has agreed to use oil traps. Cherry Lawn: Mr. Emanuelson suggested Dickermans Pond be dredged and used as a siltation trap during and after construction. THOP: application has been withdrawn by Firestone. Volvo Dealership: The Zoning Board did-nut give approval for the extra permit for additional parking. Beringer Project: Public hearing is closed. Golden Horseshoe: Plans for the Scarsdale section are now before the Scarsdale Planning and Zoning Boards. This section of the development will be encroaching upon the Sheldrake River and this will increase the storm runoff in the Sheldrake River. Dr, Mason and Mrs. Battalia will attend the hearing scheduled for Wednesday evening, Marsh 27th. Davids Islands: A general discussion of the project was held. This project is within the coastal zone area. Water Courses and Water Bodies: Mr. Emanuelson presented the proposed work projects for tlie Sheldrake Conservation area which are listed in the appendex. A motion:.was made by Dr. Mason ant seconded by Mrs. Amlicke giving the CAC's approval. Mr. Amlicke reported the Town Board could not authorize the removal of trees by the Town crew at the Goodliffe Dam in the Sheldrake Conservation area due to the liability involved. Mr. Emanuelson recommended the trees be left intact until the complete root system could be removed. Dr. Mason reported there will be a meeting with Urban County officials; details will be forthcoming. Page 3. Mr. Emanuelson discussed Nan:.Forger's memo regarding new signs for the Reservoir. She requested the CAC review the signs and rules and give our recommendations. The Coumiission felt that more positive remarks could be made; the "May" list should be longer than the "May Not" list. Mrs. Fredston has been designated a liaison between the CAC and Larchmont Reservoir Committee. The Commissions discussed the letter from Kathy Clarke on behalf of the proposed project on the Mamaroneck River. Mr. Ciraco and Mr. Hohberg will attend the Board meeting scheduled for March 25th to answer any questions the Village of Mamaroneck officials may have. A final E.I.S. on the Town Yard is required; this will cause a delay of two weeks. Solid Waste Disposal: Mrs. Amlicke reported the Solid Waste Advisory Board has recommended that the County find a place for refuse if and/or when the Charles Point Plant breaks down since Croton land fill is due to be capped. The recycling program needs to be reviewed and engergized. Communications to the Commission: Ellen Muller from NYS DEC will send Mr. Emanuelson a copy of all state coy wunications. Historical. Preservation: Mrs. Johnson gave a general review of historicalinformation in hopes to obtain information regarding the Pinebrook Park Indian Rock Shelter. There being no further business to discuss, the meeting was adjourned. Improvement of Sheldrake Lane parking area as highway staff, time and materials are available. Checking tae structural foundation of the bridge on S _ - Lane over the West branch of Sheldrake River 3. Replacement of fallen stones in West branch of Sheldrake River from the Sheldrake Lane Bridge to the Weaver Street Bridge. 4. Form the foundation buttresses for a walking bridge over the West branch of the Sheldrake along the side of the Weaver Street Bridge and build Bridge. 5. Set in the slate stone floor in sand in the Gate House 6. Formulate plans for natural wildflower area of plants native to Larchmont and Mamaroneck in the woodland and open area around the potting shed 7. Secure cost estimates for restoration of potting shed and its electrical system 8. General re-surfacing of extisting trails 9. Planning and layout of a loop trail on the large peninsula in New Rochelle from the parking area at the tennis courts 10. Development of the New Rochelle Loop Trail; woodchip cover this loop trail 11. Removal of dumped stoves and junk at the end of the turnaround of Sheldrake Lane. Some of this material is off in the woods 12. Appraisal of log cabin- can the infestation of insects be controlled? Two years of spraying has not been effective. 13. Reservoir boundary lines be surveyed as needed by cooperative sharing of cost with adjoining property owners. 14. Funds requested from Friends of Reservoir: 15.
