The meeting commenced at 8:05 P.M. Members present: Dr. C. Alan Mason, Chairman Elinor Fredston, CAC & WCC James Santos, CAC Susan Amlicke, CAC Mary Anne Johnson, Emeritus Robert Arbib, CAC Gloria Allen, CAC Robert Funicello, CAC Robert Hohberg, CAC & WCC Also present: Clifford Emanuelson, Conservation Consultant Irma Volk, EMC Thomas Amlicke, Town Councilman Jane Moss, L.I.F.E. Director Tom Leddy, Beautification Director Administrative Matters: The minutes for the May 23, 1985 meeting were discussed and approved for distribution. The next meeting of the CAC & WCC is scheduled for August 1, 1985. at 8:00 P.M. , at the Weaver Street Firehouse. The Annual Report will be sent out to all on the CAC mailing list, including State and Village officials and any special requests. A special report was given by Mrs. Johnson on the Hutchinson River • Parkway reconstruction - Scarsdale section will have a three month delay. There will be a change in contractors and new permits will be required. Development Projects: Cherry Lawn is well along in development; siltation seems to be contained on property. ti Page 2. Development Projects (cont') 2155 Palmer: Oil traps and drainage are adequate; the lighting will be 20' poles with lights facing down. IHOP: caught in moratorium Golden Horseshoe: Dr. Mason requested Jim Johnson to check on status and stated he would do so also. Hoffmann Building: drainage is a major concern AUTO-SPA: still exploratory Benson Property: Larchmont Zoning Board of Appeals has environmental and historical concerns. Environment: List of land encroachments is required of property owners along the Leather Stocking Trail; the next step would be to ask for Town surveys of the lines and marking of same. Water Courses and Water Bodies: Mrs. Volk discussed upgrading of streams and the County Stream and Water Evaluation Program. After general discussion, Mr. Hohberg was given the assignment to review all the streams within the Town and Villages for possible upgrading for the county. November 1, 1985 is the deadline. Mr. Amlicke voiced concerns regarding illegal sanitary connections. Basically the County Sewage Treatment District is responsible for surveying of same. Mr. Hohberg reported he has ordered the necessary chemicals, is setting up stations and repairing the rubber boat needed to start collecting samples. ' Page 3. Water Courses and Water Bodies (cont'd) : Mr. Funicello reported that the County Board of Health Report on the Mamaroneck River stated that the River was 25000 ecoli per 100/ml in sections and the beaches would be closed for 3 days after each rain storm. Mr. Hohberg listed the following areas requiring work: East Creek manhole from Hommocks School swimming pool; Birch Lane manhole has a connection that runs continuously; Village Ford has a continuous drain; East Creek-Post Road outfall; Town/Village line at the Railroad and Thruway. Dr. Mason will send letters to the Village of Larchmont and Town of Mamaroneck. Reservoir Valve and Sheldrake Flood Control: Dr. Mason was asked by the Town Supervisor to represent the Town with the County regarding funding for this project; the project is still in the works but no funding in 1985 is available. Mr. Amlicke and Dr. Mason will be attending the Village of Mamaroneck meeting Monday evening. Solid Waste Disposal: A sub committee was formed to recommend recycling improvements. Jane Moss will forward the name of a L.I.F.E. representative to Mr. Amlicke; meeting will be held at the Amlicke home on Thursday, June 27th, at 8:00 P.M. Leaf Composting: Use of Taylors Lane for fall of 1985 was questioned. Mr. Leddy stated that all present material would have to be pushed into berms and be processed during the winter of 85/86. A meeting with neighbors was suggested. and Town management of the site will be discussed on the Supervisor/ Mayor level. County interest in recycling seems to be improving. w 4 i Page 4. Historic Preservation: Mrs. Johnson reported that the site work is still in progress and finds are encouraging. New or other business: David's Island (New Rochelle) : Mr. Santos reported on letters and contacts with the U.S. Coast Guard. They will be hiring a private agency to make the E.I.S. study. New Rochelle will be the lead agency for the State. Mr. Santos described the general procedure that will be followed and stated it will be one and a half years before a bridge permit could be issued. Communications to Commission: The N.Y. State Association of Conservation Commission: letter to Dr. Mason regarding the Commission dues will be checked and taken care of by Mr. Leddy. 4:10 There being no further business to discuss, the meeting was adjourned.
