HomeMy WebLinkAbout1985_12_12 Conservation Advisory Commission Minutes corrected TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION AND WATER CONTROL COMMISSION JOINT MEETING A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on Thursday, December 12, 1985, at the Weaver Street Firehouse. The meeting commenced at 8:00 P.M. Members present: Dr. C. Alan Mason, Chairman Elinor Fredston, CAC & WCC Robert Funicello, CAC Susan Amlicke, CAC & WCC James Santos, CAC Gloria Allen, CAC Also present: Tom Leddy, Beautification Director Jane Moss, L.I.F.E. Center Mary Anne Johnson, Emeritus James Anderson, Town Councilman Clifford Emanuelson, Conservation Consultant Administrative Matters: The minutes for the November 14, 1985 meeting were approved for distribution. The next scheduled meeting for the CAC & WCC is Thursday, January 16, 1986, at 8:00 P.M. , at the Weaver Street Firehouse. Two suggestions were made in order to save on paper and mailing cost of the minutes: copy minutes on both sides of paper; do not send enclosures or attachments with corrected minutes to C.A.C. members. Solid Waste Disposal: Jane Moss, L.I.F.E. Director, reported that local elementary school principals have all agreed to the collection of school paper; it will be picked up by school forces and delivered to the Town Yard when time permits. Mrs. Amlicke reported that recycling funds are available (500,000.00 is available) . Page 2. A general discussion followed regarding taxes and tipping fees. Contracts need to be discussed with Fred Kellogg. Newspaper figures for 1985 were for newspaper and figures for mixed paper were not included. General discussion of record keeping followed. Mr. Emanuelson presented a third revision plan for a suggested recycling plan (copy attached) . He also presented a list of recycling enhancements which would be the responsibility of a recycling coordinator (copy attached) . Environment: Local regulations need to be updated. County maps will not be available for a few years. Mrs. Fredston and Dr. Mason will move forward on the updating of the freshwater wetlands law. Tree Preservation Commission (Maloney & Zelnick) : Dr. Mason read a letter from Lee Hoffman, Town Attorney, regarding the Zelnick property. A field CImeeting was set for Wednesday, December 18, 1985, for Dr. Mason and Mr. Leddy. The Maloney roadway will be checked at the same time. Mr. Emanuelson reported that he had walked the town parcel and Zelnick site. A report was submitted to Mr. Altieri. Mr. Emanuelson has walked the Maloney-Penbrook property along the proposed road layout. He expressed his concerns of the road dividing the wetlands. Special drainage should be part of the development. Only one large oak needs to be protected by moving the right spur lay-out to the east. The left spur should also be moved to the east to be further from the brook and wetland; a proposed road map is needed and further field checking will be necessary. Mr. Komitor will follow up to determine the present status on the subdivision. • Page 3. Environment (con't) : Coastal Zone Management Commission Draft: Mrs, Fredston will review the coastal zone management structure of local freshwater wetlands law of 1985; draft was presented by the Town Attorney. Development Projects in works: Cherry Lawn: Status is okay Golden Horseshoe: it was reported that Scarsdale officials are expressing certain concerns. Hoffman Building: Leo Wilson sent a letter to the Zoning Board; Zoning Board had a good hearing regarding this project. Auto-Spa: the development is going ahead on schedule; the oil traps are in place. David's Island: Mrs. Fredston will follow up with New Rochelle and Larchmont citizens. Mr. Santos will work with Mrs. Fredston on this project. Court House Property: Dr. Mason will speak to Supervisor Battalia regarding CAC recommendation to keep for open space and possible recreation. Water courses and water bodies: Reservoir plantings: Dr. Mason read a letter from Mayor Curnin regarding plantings and recycling. Dr. Mason read his reply to Commission members which was approved by the Commission and will be forwarded to Mayor Curnin. Mr. Hohberg's summer report of the Mamaroneck River was distributed to Commission members for cohments only. Dr. Mason presented Mr. Hohberg's request for approval for 1986: analysis of the Industrial Reaches of the Sheldrake River. This section will complete the research on the Sheldrake within the bounds of the Town and Village of Mamaroneck. This request will be submitted in March for State approval. Page 4. 1:0 New Business: Discussion was held regarding the 1985 Annual Report. It was decided the report will be dedicated to Councilman Lee Bloom. Mrs. Helwig, former Supervisor, will be asked to write the dedication. It was decided only the cover, dedication page and centerfold insert will be changed this year. Centerfold will consist of the highlights of 1985 which will be prepared by Mr. Emanuelson. There being no further business to discuss, the meeting was adjourned. Dated: December 12, 1985 RECYCLING ENHANCEMENT 1. Coordination of collection procedures. 2. Monitoring of street collections to determine areas where public relations contact are needed to encourage participation. 3. Coordinate ongoing publicity of recycling. 4.- Coordination of record keeping of leaf composting, glass recycling, metals, clear paper and mixed paper. 5. Development of innovative procedures to increase participation and tonnage and thus increase revenue. 6. Exploration of community owned equipment to have better control and efficiency. 7. Implementation of C.A.C. Recycling Committee's recommendations approved by C.A.C. in September 19, 1985 meeting. .1r Re{ cling Committee Recommendations: / I Improvements to recycling programs: • 1. Need person to supervise and keep records- part-time 2. Switch supervision from Mr. Kellogg to Town Administrator 3.
