' .J AND WATER CONTROL COMMISSION JOINT MEETING 9'yq� A;y<?q• 6 A regular meeting of the Town of Mamaroneck Conservation Advisor Commission and the Water Control Commission was held on Thursday, January 23, 1986, at the Weaver Street Firehouse. The meeting commenced at 8:oo P.M. Members present: Dr. C. Alan Mason, Chairman Orlando Ciraco Susan Amlicke Elinor Fredston Robert Funicello Gloria M. Allen Mary Anne Johnson, Emeritus Robert Hohberg Also present: Cliff Emanuelson Tom Leddy Administrative Matters: The minutes for the December meeting were corrected and approved; the next scheduled meeting for the CAC and WCC is Thursday, February 27, 1985, at 8:00 P.M. , at the Weaver Street Firehouse. The new organizational set up was discussed:' Dr. Alan Mason is chairman of the Water Control Commission and Robert Komitor is chairman of the Conservation Advisory Commission. The joint meetings for these two bodies will continue. The Annual Report was discussed and it was agreed that only the cover and insert page will be changed this year (approximate cost - $200) . Mr. Emanuelson distributed division summaries to be reviewed, corrected or expanded and returned by the next meeting date. Commission members agreed that Thomas Amlicke be recommended to the Page 2. Town Board as a Member Emeritus of the CAC due to his long standing association with the Commission. Solid Waste Disposal: On December 16th, Mrs. Amlicke made a presentation to the Larchmont Village Board regarding mandatory newspaper recycling as requested by Mayor Curnin at a previous Town Council meeting. Alan Mason, Gloria Allen, Cliff Emanuelson and Ben Larkey also attended. Mrs. Amlicke also reported on the Solid Waste Advisory Board meeting held on January 7th: budget figure for 1986- County's Solid Waste District #1 is $54.7 million. Mrs. Amlicke stated unofficial figures for garbage A. 657,000 tons went to Charles Point, 60-70,000 tons directed to Croton. On January 14th and 21st, Mrs. Amlicke as SWAB representative, met with EMC representatives to work on the development of a Recycling Implementation Guide which will be geared for municipal use. Mrs. Amlicke suggested an aluminum recycling drive in conjunction with Beautification Day (April 5th) . It was reported that the Town has been picking up spilled paper as it is not being picked up by the Sanitation staff; this is an additional expense to the Town. Mrs. Amlicke will write to Mr. Kellogg regarding this situation. Mrs. Johnson expressed concerns regarding the alternate sites for the Village of Mamaroneck County Sewage Treatment facility. Gedney Pond in Saxon Woods is one of the sites. There should be coordinated efforts of the CAC, WCC and Soil Water Board. The Commission moved that the Freshwater Wetlands chairman and members check the possibility of involving the permit requirement for 3 Page 3. crossing a wetland on the Berringer property. Dr. Mason and Mr. Funicello will meet at the Town Hall on Friday, January 24th, at 9:00 am. Environment: Beautification Day is scheduled for Saturday, April 5th. New Wetlands Law: Coastal Zone and C.A.C. will have mandatory referrals. Tree Preservation Commission: requirements will be enforced on each lot in the Maloney sub-division. Zelnick property- the Tree Preservation Commission is progressing well; there is an excellent assessment of trees. The coastal zone management commission draft is progressing; a public hearing will be held soon. Development Projects in Works: Cherry Lawn: Mr. Emanuelson will check on the holding basins Davids Island: Coast Guard will only be involved with the bridge; up to 50 stories have been authorized. Auto-Spa: permits are in order; now remodeling. The C.A.C. will attend the Town Board meeting to stress the need of recognition of environmental factors involving developments. Water Courses and water bodies: Mr. Hohberg's report on the Mamaroneck River will be given to the Town Board in January; Mrs. Amlicke will make the necessary arrangements with the Town Board. Mr. Hohberg reported the Premium Conservation Area has a forty foot skate board ramp. Mr. Leddy will remove as soon as possible. Mr. Emanuelson reported on the meeting with Mr. DeForio on plantings on Reservoir property; Mr. DeForio will contact Mr. Leddy • Page 4. regarding work time and funding. Communications to Commission: +� The Third Quarter Report was approved and sent to the State. The CAC and WCC will attend a joint planning meeting on Monday, January 27th. There will be a meeting on February 6th to review the 50% Funding Budget; Bob Hohberg, Alan Mason and Robert Komitor will attend. O'ROURKE County Executive December 17, 1985 • • Honorable Miriam Curnin Mayor Village of Larchmont Village Hall Larchmont, New York 10538 Dear Mayor Curnin: • I am writing to offer my technical assistance in support of improving the Larchmont/Mamaroneck Joint Sanitation Commission recycling program by upgrading it from its voluntary status to a mandatory program. I regret not being able to stay on Monday, December 12, for the entire meeting but I understood that recycling was to have originally been the second agenda item and I had another meeting to attend. Susan Amlicke asked that I address your particular concerns: 1) Woodbury is known to have a 95% participation rate due to a tenacious Mayor who lets little get disposed of which could be recycled. 2) The increase in participation due to a change to mandatory status could be up to 50% as discussed in the enclosed article from the New Jersey Office of Recycling. 3) The return to a mixed paper program might more than double your ,. paper tonnage but as Fred Kellog would attest, your revenues will be nominal unless a contract is secured at a time when prices are better. Therefore, avoided disposal costs becomes the main economic motivation for recycling. Since transience is a relevant factor which decreases suburban recycling • participation, it is important to get information regarding the municipal program to new residents. For your information, I have enclosed a copy of an effective French recycling program in France. December 17, 1985 Page 2 The Larchmont/Mamaroneck recycling program has a proud history and apparently over 35% of the total municipal solid waste stream (by weight) is recycled due to the effective diversion of yard wastes, waste paper, glass, and metals. This is one of the highest rates that I have come across throughout the country. It has been proven repeatedly that in order for a program to grow, as is desired by a successful business, it must be institutionalized. Upgrading your program to being mandatory is a logical next step, proven in its effectiveness. I offer to address any other concerns and supply phone numbers and contacts in New Jersey communities or othe Town of Ossining, where mandatory recycling is simply part of the essential municipal services. Vandernoot, be and they hereby are appointed members of the Board of Trustees of the Police Pension Fund of the Town of Mamaroneck, to serve for a term of one year beginning January 1st, 1973 and terminating on December 31st of that year. /� d) Conservation Advisory Committee 0�:rl / 'J �� j Amendment of Resolution to Enlarge Membership �6=' ' ' 319 ).3 The Supervisor explained that the resolution establishing this Committee as adopted on August 5th, 1964 had specified a five- member Committee and that the Board, by common consent, in view of the new responsibilities of the said Committee which would be more time consuming, had agreed that the membership be en- larged to nine - with each member to serve for a term of three years but in order to establish rotation, three members would be appointed for three years, three for two years, and three for a one-year term of office as of this date. Accordingly, she said, it was necessary to amend the aforesaid - 6 - 1" RESOLVED, that the resolution adopted on August 5th, 1964 establishing the Conservation Advisory Committee of the Town of Mamaroneck, be and the same hereby is .010.01/7 amended so as to read as follows : That the membership of the said Committee is hereby enlarged from five to nine members, each member to be appointed to serve for a term of office of three years with three members appointed each year. Councilman Bloom then recommended the reappointment of Thomas R. Amlicke, Mrs. Mary Anne Johnson and Mrs. Martha Munzer, and after presenting a brief resume of the experience and background particularly qualifying them to serve on this Committee, named for appointment thereto Mrs. Sally Kennelley, Wallace Irwin, Jr., George W. Brown, James R. Gunsalus and B. W. Nimkin which he thereupon so moved. The motion was seconded by Councilman White and the following resolution was adopted unanimously RESOLVED, that the following persons be and they hereby are reappointed members of the Conservation Advisory Committee of the Town of Mamaroneck, to serve for a term of office of three years, effective January 1st, 1973 and ending on December 31st, 1975: Thomas R. III Mr. Bloom -- 1. Appointment and Salary Authorization - Frank J. Multari Pursuant to memorandum addressed to him by the Fire Chief under date of November 19, 1973 herewith presented and ordered received and filed, on motion by him and seconded by Councilman Vandernoot, it was unanimously RESOLVED, that this Board hereby approves the provisional appointment of Frank J. Multari as a Firefighter in the Town of Mamaroneck Fire Department and authorizes that he be compensated at the rate of $10,360.00 per annum, effective as of December 13th, 1973. Mr. Bloom noted for the record that the addition of Mr. Multari should certainly resolve the overtime problem provided the rest of the Firefighters kept healthy. ,,'ton 1 tit-1, 2. Resolution - Powers and Duties of Conservation Advisory Committee L�ql, ..;t1 3'i13 � Following a brief review of the establishment and history of the Conservation Advisory Committee and its request to become a Commission rather than a Committee so as to be legally eligible to receive Foundation Grants, Councilman Bloom presented the fol- lowing resolutionas it had been amended and thereupon moved its adoption. The motion was seconded by Councilman White and the resolution thereupon unanimously adopted as amended as follows: WHEREAS, the Town Board of the Town of Mamaroneck, by resolution adopted . August 5, 1964, established and appointed i the Conservation Advisory Committee to assist ' said Town Board in its planning for the ac- quisition, development, maintenance and use of conservation areas and in the development and implementation of conservation programs for the Town of Mamaroneck; and WHEREAS, said Conservation Areas have been acquired and maintained as Town- wide facilities and expenditures in connec- tion therewith have been charged against General Town appropriations; and - 10 - • WHEREAS, said Conservation Advisory Committee is a tri-municipal body including in its membership residents of the Village of Larch- mont and of the Village of Mamaroneck designated for such service by the Boards of Trustees of said Villages; and WHEREAS, Chapter 691 of the Laws of 1967 of the State of New York, codified as Section 64-b of the Town Law, provided for the establish- '; ment by Towns of Conservation Advisory Councils for purposes similar to those for which the Town of Mamaroneck Conservation Advisory Com- mittee was established; and WHEREAS, Chapter 901 of the Laws repealed said Section 64-b of the Town Law and en- acted Section 239-X of the General Municipal Law setting forth with greater specificity the powers and duties of Municipal Conservation Advisory Councils, and designating Town Conservation Ad- visory Councils as serving the Unincorporated Areas of Towns; and • WHEREAS, various public and private grants of funds are available to Conservation Advisory Councils and other municipal Conserva- tion bodies having the same or similar responsi- bilities and authority; • NOW, THEREFORE, it is hereby resolved by the Town Board of the Town of Mamaroneck that: a. Committee Since Councilman McMillan was unable to attend the meeting, Supervisor Vandernoot noted Mr. McMillans choice and named Mr. Stephen Kushel for appointment as a member of the Cable T.V. Committee, which will have representatives from both Villages and the Board of Education. Thereupon, on motion by Councilman Perone, seconded by Councilman Bloom, it was unanimously RESOLVED, that this Board hereby appoints Mr. Stephen Kushel, 36 Howell Avenue, Town a member of the Town of Mamaroneck Cable • T.V. Committee which will operate in conjunction with the Village of Larchmont Coit„uittee. PUBLIC HEARING: 1978 Preliminary Budget & Use of Federal Revenue Sharing Funds On motion by Councilman Bloom, seconded by Councilman Perone, it was unanimously RESOLVED, that the public hearing be and it hereby is declared open.
