A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on Wednesday, February 26, 1986, at the Weaver Street Firehouse. The meeting commenced at 8:05 P.M. Members present: Dr. C. Alan Mason, Chairman, WCC James Santos Gloria Allen Marilyn Faust Elinor Fredston Mary Anne Johnson, Emeritus Also present: Tom Leddy, Beautification Director Caroline Silverstone, Liaison Jane Moss, L.I.F.E. Director Administrative Matters: The minutes for the January meeting were corrected and approved; the next scheduled meeting for the CAC and WCC is Thursday, March 20, 1986, at 8:00 P.M. , at the Weaver Street Firehouse. Mrs. Silverstone advised the Commission that our meeting notices should be published in the local newspaper. Upcoming Events of Interest: Dr. Mason advised the membership of the February 27th meeting of the Town Board on the moritorium on new buildings; Commission members are requested to attend. Mrs. Johnson stated that residents of the Premium River area would like a letter sent to the Soil and Water Commission requesting a measurement to determine the amount of increase in siltation. • _ _ Page 2. Solid Waste Disposal No report has been received from either Larchmont or Mamaroneck Village on mandatory recycling. Mrs. Silverstone suggested that the citizens in each community be made aware of the economics of recycling. Water Courses and Water Bodies: Dr. Mason advised that the Wetlands Law will be enforced by the Zoning Board and Planning Board in conjunction with the Wetlands Commission. Concern was expressed over the possibility of losing Taylor's Lane composting site. Mr. Leddy advised that the alternative would be bagging and hauling to Peekskill or a landfill if one is available. Dr. Mason will speak to the Town Board on drainage and flooding problems. Magid Pond is under critical area control of Coastal Zone Management. t ) Property on Taylor's Lane where Mr. Fusco intends to build isin drainage and flood control area; control is needed. Dr. Mason met with Maloney and Associates and he later agreed to changes suggested by the Freshwater Wetlands Commission. A great deal of caution must be used if we are to control the flow of"water in the east branch of the Sheldrake which is fed by run off from the Berringer property. The run off will increase as construction progresses; we will be subject to flooding conditions if both east and west branch peak at the same time. Development Projects in Works: The property on Beechtree Drive, New Rochelle side has been sold to a builder who wants to build several houses in the area. The area borders on the Town's Leather Stocking Trail and marsh area in New Rochelle; The Page 3. Town has no control in this matter. David's Island: U.S. Coast Guard is to be the lead agent at g this time. An environmental consultant, Dresdner Associates, 880 Bergen Avenue, Jersey City, has just been designated in this project. Cherry Lawn: A suggestion was made by Mrs. Johnson that a letter be written by Mr. Altieri to New Rochelle City Manager Kissinger asking that enforcement be used by the contractor at Cherry Lawn to retard the flow of silt that eventually ends up in the Reservoir. It was the opinion of several members that the Cherry Lawn condos are not very pleasing to the eye. Environment: Beautification Day is scheduled for April 5, 1986; rain date is April 6, 1986. Mrs. Moss stated that L.I.F.E. Center is to receive an award for Beautification Day. There being no further business to discuss, the meeting was adjourned. Dated: February 26, 1986 C
