The regular order of business was suspended in order to hear
Mr. Loretto Poccia who desired to address the Board.
Yr. Pocuc-ia inquired if the Board had done anything further in
regard to obtaining a building to house the trucks and apparatus of the
highway department and particularly if the Board proposed to take an -.V,
action: on the offer of his building which he had made to the Towne.
The Supervisor informed Mr. Poc ia. that the Board tad taken no action
in the matter and suggested that Mr. Po�ocia V.ir_t letter letdr which would'
include details as to the size of his property, the nature of the
present building, etc.
There being no other persons present `t'iho ,wished to address the
Board, the regular order of business was resumed.

and ordersd placed an file..
A communication dated A-eril 28th was received from the i^=erard
Company suggesting as a site for As new town offices the property
ad4acen.t to and an the north side of the ^irst i!ational Bank and Triist,
Company building on Mamaroneck Avenue. The communication was ordered
received and placed on file.
A communication dated April 28th was received from the Halstead
Realty Company, !no., per Panorazio Valentine, offering as a Site for the
new town offices his property situated at 110®112 West Post Road,
IuIamaroneck. The communication was ordered received and placed on file.
A communication dated June lst was received (roll: Albert Heyman
of the Suburban Art Sales Cq., Hotel Plaza, New York City, requesting
permission to conduct an auction of antique 'furniture and decorations
at 11C Be. Brookside Drive, Larchnont Gardens, on. Jane 15 and 15.
Upon notion by Justice Liesser°smith, seconded by Justice
Burbank, the Board unanimously resolved to grant this permission.
A communication dated Vay 27th was received from Vincent Culler
of Weaver Street, Larchmcnt,coneerning the assessment on his property
for the Weaver Street sidewalk and the payment of penalties thereon. The
communication was ordered referred to Special CounseIr Gagliardi for repot
thereon.
The Clerk presented a petition which had been filed with him,
signed by more than 300 names, protesting against the salary of 03,600.00
for the Justices of the Peace as fixed in the 1932 budget and requesting
that said salaries be placed at not more than '?1,000. ap e:^ce per annum and
that the Tcwn Board appoint a police Justice to hear all criminal matters
at a salary not exceeding 83,600.00 per annum.

Upon motion by Justice Boyd, seconded by Justice Lesser 0ith
the petition was unanimously ordered received and placed on file.
Justice Yessersmith reported on behalf of the Weaver Street
Fire House Committee concerning the "matter of heating the Fire House
which had been referred to it at a previous meetings He stated that
the committee had secured the expert services, at no cost to the town,
of I{.Rr. R. B. Armitage, a resident of the Town and one of the leading
heating engineers of the United States; that spe6ifications had been
prepared for heating the building by any type of fuel or heat which the
bidder might care to specify; that due notice had been given by public
advertisement of the receipt of bids for this heating; that two
bids had been received for heating by coal and ten bids for heating
by oil; that these bids had been analyzed by MT. Axmitage and that the
lowest bidder had been recommended by him as the one to whom the contract
should be awarded, namely, The quiet May Oil Burner.
Justice Messersmith added that the committee unanimously
supported the recommendation of Yr. Armitage and so recommended to the
Board.
After discussion it was upon motion by Justice Iiessersmith
seconded by Justice Leeds unanimously
R._S01VED, that this Board approve the report and
recommendation of the Fire =louse Committee concerning
the heating of the '.'leaver Street Fire House and that the
matter be referred to Counsel for the preparation of a
resolution awarding the contract to the quiet May Company
and that Counsel approve of the contract to be drawn with
said Company.
Justice Burbank reported that he was still working on the matter
of public liability insurance for the trucks of the ',leaver Street Fire
Company.
The following resolution was offered by Justice Iessersmith
and seconded by. Justice Boyd, to wits
`lIHARTAS, Henry R. Dillon, Receiver of Taxes of the
Town of Mamaroneck, heretofore and on the let day of June, 1932 duly
delivered to George W. Burton, as Supervisor of the Town of Mamaroneck,
his account and report of all State, County, Town, Highway, Police and
District taxes and assessments levied and assessed on the let day of
April 1929, as appears upon. the Assessment Roll of the Town of Mamaroneck
for the year 1929, remaining unpaid and due; and at the same time made
an account and report of all school taxes levied on the 1st day of
September 1929, as appears upon the School Assessment Roll for that year,
remaining due and unpaid; and
11H7RFAS, on Wednesday, May 28th, 1930 the fourth ;'Wednesday of
May of that year, George W. Burton, as Supervisor of the Town of Yama.ron-
eck did, pursuant to public notice published and posted in the manner
required by law, offer for sale and did sell transfers of tax liens upon
the several respective fats, plots, pieces and parcels of land set forth
in said public notice of sale published and posted as aforesaid, and
WH7R7AS, at the said Tax Sale the Supervisor purchased for and
on behalf, and in the name of the Town of Mamaroneck transfers of tax lies
for which there were no bidders, in the aggregate sum of $65,714.67* and
vaVRFAS, it is necessary to issue tax lien certificates for
and in the name of the Town of Mamaroneck for the purposes specified in
Section 32 of Chapter 105 of the Laws of 1916, as amended, in the sum of
$16,646..85 the aggregate amount of transfers of tax liens bid in by the
Supervisor at the Tax Sale held on the 28th day of May, 1930, and not
heretofore paid off or redeemed, and

WHTRr'AS, Henry R. Dillon, Receiver of Taxes of the Town of
SJamaroneck, heretofore and on the let day of June, 1932 duly delivered
to George W. Burton, as Supervisor of the Town of Mamaronec'6, his
account and report of all State, County, Town, Highway,_ Police and
District taxes and assessments levied and assessed on the 1st day of
April, 1930 as appears upon the Assessment Roll of the Town of Mamaromk
for the year 19309 remaining unpaid and dues and at the same time
made an account and report of all school taxes levied on the 1st day
of September 1930, as appears upon the School Assessment Roll for that
year, remaining due and unpaid; and
WfTRYAS, on Wednesday, Ts6ay 27th, 1931, the fourth Wednesday
of May of that year, George W. Burton, as Supervisor of the Town of
Mamaroneck did, pursuant to public notice published and posted in the
manner required by lana, offer for sale and did sell transfers of tax
liens upon the several respective lots, plots, pieces and parcels of
land set forth in said public notice of sale published and posted as
aforesaid, and
WHTRTAS, at the said Tax Sale the Supervisor purchased for
and on behalf, and in the name of the Town of Mamaroneck transfers of
tax liens for which there were no bidders, in the aggregate sum of
$48,365.85; and
VVHER'AS, it is necessary to issue tax lien certificates
for and in the name of the Town of Mamaroneck for the purposes specified
in Section 32 of Chapter 105 of the maws of 1916, as amended, in the
sum of $309198.86 the aggregate amount of transfers of tax liens bid in
by the Supervisor at the Tax Sale held on the 27th day of Hay 1931, and
not heretofore paid off or redeemed, and
'UHTR7AS, Henry R. Dillon, Receiver of Taxes of the Town of
Yamaroneck, heretofore and on the let day of June, 1932 dulydelivered
to George W. Burton, as Supervisor of the Town of Hamaroneck, his
account and report of all State, County Town, Highway, Police and
District taxes and assessments levied and assessed on the 1st day of
April, 1931, as appears upon the Assessment Roll of the Town of Mamaron-
eck for the year 19319 remaining unpaid and dues and at the same time
made an account and -report of all school taxes levied on the 1st day
of September 19319 as appears upon the School Assessment Roll for that
year, remaining due and unpaid; and
11=7AS, on 1,7edneeday, May 25th, 1932, the fourth Wednesday
of IFay of that year, George W.. Burton, as Supervisor of the Town of
Mamaroneck, did pursuant to public notice published and posted in the
manner required by law, offer for sale and did sell transfers of tax
liens upon the several respective lots, plots, pieces and parcels of
land set forth in said public notice of sale published and posted as
aforesaid; and
RIAS, at the said Tax Sale the Supervisor purchased for
and on behalf and in the name of the Town of Mamaroneck transfers of tax
liens for which there were no bidders, in the aggregate sum of x;48,893.87,
and
WHT'REAS, it is necessary to issue tax lien certificates for and
in the name of the Town of Mamaroneck for the purpose specified in
Section 32 of Chapter 105 of the Laws of 1916, as amended, in the sum of
P489893.87 the aggregate amount of transfers of tax liens, bid in by the
Supervisor at the Tax Sale held on the 25th day of May 1932, and not
heretofore paid off or redeemed, and
WHE°HTAS, the aggregate amount of transfers of tax liens bid
in by the Supervisor at the aforesaid tax sales held in the years 19309
1931 and 1932, and not heretofore paid off or redeemed as above set
forth is the total sum of 5959739.58 for said years,

NOW, THFRTFORF, ET IT 71biACTTD AYDETSOLVFD BY TRIS BOARD,
that the Supervisor of the Town of Mamaroneck is hereby authorized and.
directed to borrow upon the credit and good faith of the Tota of Vamaron-
eck the sum of 895,739.58 upon Town of Mamaroneck Tax Lien Certificates
of Indebtedness, the same to be dated numbered and of such denomination
or denominations as the Supervisor may determine and bearing interest at
a rate not exceeding six per centum gzr annum, payable at maturity and
all of said tax lien certificates of indebtedness to mature at such time
or times as the Supervisor may determine, not longer, however, than
15 months from the date thereof; that said tax lien certificates shall
be signed by the Supervisor and sealed with the corporate seal of said
Town, attested by the Town Clerk, and that both principal and interest
of said tax lien certificates shall be payable in lawful money of the
United. States of America at such place or places as the Supervisor may
determine.

provisions of Chapter 105 of the Laws of 19165 and the acts amendatory
thereof, and pursuant to a resolution of the Town Board present voted
in favor and authorization thereof, and is issued for the purpose
specified in Section 32 of Chapter 105 of the Laws of 1916 of the
State of New York, as amended; and it is certified that in the issuance
hereof all provisions of law have been fully complied with and that no
debt or other limit has been exceeded.
This certificate of indebtedness is registerable in the office
of the Town Clerk in accordance with the provisions endorsed hereon.

REGISTRAT-ON
This certificate of indebtedness may be registered under the
signature of the Town Clerk of the Town of Mamaroneck, Westchester County,
New York, below, and shall thereafter be transferable only upon the
written assignment of the registered holder or his attorney duly ack-
nowledged or proved, such registration and transfer to be made in the
Register kept in the office of said Town Clerk and a notation thereof
to be made hereens The principal and interest of this certificate of
indebtedness, if registered, will be payable only to the registered
holder, his legal representatives, successors or assigns. Such transfer
may be to bearer after which this certificate of indebtedness shall be
subject to subsequent registrations and transfers as before.

FURTHYR RESC17PD, that said Tax Lien Certificates of Indebt-
edness shall be negotiated by the Supervisor for not less than par at a
rate of interest not exceeding the rate above specified.
FURTHER RT'SOINFD, that the principal of said Tax lien Certif-
icates shall be paid out of all moneys received from the redemption of
transfers of tax liens and from the collection of unpaid taxes and
assessments in arrears, as provided in Section 32 of Chapter 105 of the
laws of 1916, as amended, and in the event that the moneys received from
the redemption of transfers of tax liens and from the collection of taxes
in arrears, as herein stated, are not sufficient to pay the principal
of said Tax Lien certificates, then said unpaid balance be paid either
out of taxes to be levied and collected for that purpose or out of the
proceeds of other and further tax lien certificates, as provided in said
Tax Law.
FURTH7R R_SOLVYD, that when said certificates shall have been
duly executed, the same shall be delivered to the purchaser upon payment
of the purchase price to the Supervisor, and the receipt of the Supervisor
shall be a full acquittance of said purchaser who shall not be obliged
to see to the application of the purchase money.
The question of the adoption of the foregoing resolution was
duly put to a vote which resulted as follows:

Peace.
Noes: None.
The Supervisor stated that the Board had at a meeting held on
December 8th, 1931, authorized him to borrow the sum of .",21,813.72 upon Town'
of Mamaroneck tax lien certificates of indebtedness, being 1930 taxes
sold May 27, 1931, and not theretofore paid off and redeemed, and at a
meeting held February 29, 1932, had authorized him to borrow $64,381.70
on certificates of indebtedness on account of unpaid State, County, Town
and District taxes for the year 1931 and to sell $25,000. principal amount
thereof to the l,archmont National Bank & Trust Company. He stated that
no certificates of indebtedness had been issued pursuant to the author-
izations contained in said resolutions and that as he desired to have
the Board authorize him to sell tax lien certificates of indebtedness
for the years 1929, 1930 and 1931, representing taxes sold in the
respective years 1930, 1931 and 1932, said resolution should be rescinded.
Upon -motion, duly seconded, it was
R 0=11 , that the resolutions heretofore
adopted by this Board at respective meetings
of this Board authorizing the Supervisor to
borrow upon the faith and credit of the Town
of Mamaroneck (1) on December 8, 1931, the sum
of $+21,813.72 upon Town of Mamaroneck tax liens
certificates of indebtedness representing taxes
levied and assessed for the year 1930 and sold
pursuant to law on ia'ay 27, 1931 and which had been
purchased by the Supervisor in the name of the
Town of Mamaroneck, and (2)on February 29, 1932,
"64,381.70 certificates of indebtedness representing
uncollected State, Qounty, Town and Special District
taxes and assessments of the 1931 general tax roll,
be and the same hereby are rescinded and the authoriz-
ations therein granted cancelled.
At 11:20 P. M. the Board unanimously resolved to recess
to meet again at the call of the chair to take up such matters as
might properly come before it.
