HomeMy WebLinkAbout1986_07_17 Conservation Advisory Commission Minutes[1111116b TOWN OF MAMARONECK CONSERVATION ADVISORY COMMIS SIONcorrected AND WATER CONTROL COMMISSION JOINT MEETING A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on Thursday, July 17, 1986, at the Town Center, 740 West Boston Post Road. The meeting commenced at 8:05 P.M. 11672044 Members present: Robert Komitor, Chairman, CAC Dr. C. Alan Mason, Chairman, WCC Orlando Ciraco Robert Funicello Mary Anne Johnson, Emeritus Elinor Fredston Charles Bernstein Also present: Clifford Emanuelson P. Thomas Leddy Stephen Altieri Caroline Silverstone Robert Hohberg Delores Battalia Wallace Irwin C Administrative Matters: The minutes for the June meeting were discussed and approved for distribution. There is no meeting scheduled for August; the next scheduled meeting is Thursday , September 18, 1986, at 8:00 P.M. , at the Town Center Conference Room A. Mrs. Johnson announced that the Premium Event Program will be held on October 19, 1986; more details will follow. Environment: The new wetlands law passed in the Coastal Zone Management Program was discussed. A copy of the law is necessary for distribution. Pollution Control Officer: a general discussion of the topic changed the title to Code Enforcement Officer. Mr. Altieri stated that the procedure G Page 2. would be submitted to Attorney Silverberg for his input. The CAC will 4110 review this and refer it to the Town Board for approval. Copies will also be sent to the two Villages for their approval. Development Projects: Emerson--New Rochelle: This is considered a Type I Action. Mr. Altieri has requested the D.E.I.S. and Site Plan and informed Louis Leaf of New Rochelle that no connections to Town drainage system be installed until approved by the Town. A general discussion followed regarding the existing pipe for water supply and fire service. Individual lot owners have called regarding tree removals. Plans will need to be submitted to the Tree Commission. A general discussion of enforce- ment procedures followed. Water Courses and Water Bodies: Mamaroneck River: Mr. Hohberg reported that his work on the section between Columbus Park and Gardens Lake was progressing well. Mr. Funicello stated that the sub-committee on Pollution Control and Enforcement will be meeting in August. He has obtained the services of a first year law student to assist with the planning. Solid Waste Disposal: Town Supervisor Battalia reviewed the recycling situation for the. Joint Sanitation Commission. The Conservation Department will operate the recycling programs under the supervision of Mr. Leddy. The amount of $2,000.00 has been approved to hire an overseer for the Town Yard on Saturdays. Communi- cations are to be submitted through Mr. Leddy to Mr. Altieri to the Joint • Sanitation Commission. At this time, there are many problems regarding sanitation. There are meetings scheduled with county and municipal officials; Page 3. they hope to work out a uniformed approach to work with private carters. The Village of Mamaroneck has a pending law to bag all leaves and abandon leaf composting. Communications to Commission: Wildlife Resources Study: Attached is a letter from Sam Wear, Environmental Planner, and a list of mammals, birds, reptiles and amphibians that are common to southeastern New York. Mr. Komitor would like each Commission member to check over the list and check off those seen in our area in recent years. A special zoning permit has been requested on the former Town Traffic Court House for use as a nursery school facility. The main concern of the Commission is traffic in the area. New or Other Business: g The Annual Report for 1985 has been printed and will be sent out to all 1 members and the listed officials and agencies. The 1987/88 New York State Community Assistance Funding Application was reviewed and approved to be sent to the County and State.
