Burdick, Larchmont Reservoir Committee Robert Hohberg, Water Monitoring Consultant Claudia Ng, Conservation Intern & Minute-taker Administrative Matters The minutes of the July meeting were discussed and corrections were noted. The next monthly meeting was scheduled for the fourth Thursday (an exception) , October 23, 1986 at 7:45 P.M. It was decided that all regular meetings heretofore were to begin at 7:45 P.M. New members were cited and those present were welcomed. An updated directory of the Conservation Advisory Commission, the Coastal Zone Management Commission, and the Town of Mamaroneck Planning Board were distributed. The suggestion to include the Village of Larchmont members to the Coastal Zone Management Commission list was accepted and Clifford Emanuelson agreed to make the appropriate appendages and corrections. A letter received from Marilyn Faust requested that she be relieved of CAC responsibilities due to business commitments. Page 2, QA cordial letter from Lee H. Bloom, a previous member of the Town Board and liaison to CAC, was read aloud. In it, Mr. Bloom commended the Commission on the fine job being done. (Copy enclosed.) Water Courses and Water Bodies Mamaroneck River Project -- Robert Hohberg gave an oral summary of his findings for the summer. He reported high levels of pollution in many parts of the river and revealed potential point sources of this pollution. A complete report should be available by the next meeting. It was decided that a copy of the report should be sent to the Village of Mamaroneck and also, ultimately, a copy should be sent to the County. Environment While considering the maintenance of wetlands, a discussion of the functions and jurisdictions of the various commissions arose. Because of the need to delineate the duties of the CAC from the duties of the other commissions, a subcommittee consisting of Elinor Fredston, Mary Anne Johnson, Caroline Silverstone, James Anderson, and Suzanne Carpenter was formed to draft a formalized procedure of handling issues/problems. There will be a workshop by the Premium-Pinebrook Preservation Association on October 19 from 1 P.M. to 3 P.M. at Lorenzen Park. Mary Anne Johnson requested some CAC members to attend and speak on the waterway problem. A Long Island Sound Workshop was also announced. Solid Waste Disposal The growing solid waste disposal problem is encouraging county recycling efforts. A manual entitled County Municipal Recycling Program and Implementation 0 Guide was presented and will be reviewed by Gloria Allen. The possibility of recycling metals on the county level is being investigated by Susan Amlicke. y — A Page 3. OThe recycling center at the Town Yard has been improved in appearance and function. Tom Leddy will be analyzing the possibility of using some of the $2,000 funding for publicity work in addition to funding the employment of an overseer for Saturdays. The possibility of selling composted leaves to Earthbank, a topsoil manufacturing company, is being considered. Tom Leddy will get details of the potential transactions with Earthbank and submit the information to the CAC. Robert Komitor will then write an official letter to the village boards to advise them of what could be done with the leaf composts. Mr. Leddy reported that the abundance of woodchips will be distributed to conservation areas and a stockpile will be maintained at the Hommocks School parking area. Development Projects Doherty Property -- It is expected that the New Rochelle Planning Board will be accepting the E.I.S. during their meeting on September 30. Subsequently, it will be available for review. Some concern over the consequent drainage into privately owned wetlands, as well as the Town's Premium Marsh Conservation Area, was expressed by homeowners of the Pryor Manor Association. Cherry Lawn -- significant improvements made; a new rock berm has been created and the catch basin is clean. Cliff Emanuelson has suggested finer screening with hay bales around the rocks and will continue documenting progress with photographs. 115-133 Mamaroneck Avenue -- A combination residential and commercial building development has been proposed for this site, abutting the Mamaroneck River. The CAC will need to monitor the construction closely due to the fiD environmental sensitivity of the area. Page 4. ONichols Boat Yard -- The owner wants to relocate the floating piers for the inclusion of docking noisy and high fuel consuming "cigarette boats." Robert Komitor will present the problem to the Coastal Zone Management Commission. Communications to Commission Elinor Fredston suggested that the CAC should attempt joining the Hudson River Fishermen Association in their pollution control monitoring efforts. Mrs. Fredston will look into the idea. Cliff Emanuelson will attempt to obtain copies of the Long Island Sound Report, a publication of the Long Island Sound Taskforce of the Oceanic Society, to distribute to CAC members. The wildlife survey requested by the County Division of Housing and Community Development has been completed and is ready to be returned. tIme Mr. Komitor signed the cover letter. A proposal by Dr. Klosek, assistant principal of Central School, to develop a planting program with Central School students was considered. Plantings will involve evergreen and deciduous trees. Tom Leddy will work out details with Dr. Klosek. The John Jay Property was briefly discussed. Copies of the Westchester Environment Sept./Oct. newsletter featuring "Jay Homestead: A National Treasure" were distributed. Complaints have been received regarding the overgrowth of poison ivy along Hommocks Road. Although it has already been sprayed with herbicide, Tom Leddy will check to see if pruning is necessary. Susan Amlicke inquired about Tom Amlicke's emeritus status. Robert Komitor said that he would check into it. A letter of appreciation to previous CAC chairman, Dr. C. Alan Mason, was recommended. Elinor Fredston and Mary Anne Johnson will draft the letter. Page 5. New or Other Business A preliminary budget for 1987 was worked on and approved to be sent to Stephen Altieri, Town Administrator. There being no further business to discuss, the meeting was adjourned.
