The meeting commenced at 7:35 P.M. Members present: Robert Komitor, Chairman Elinor Fredston Robert Funicello Steven Goldstein James Santos Also present: Caroline Silverstone, liaison, Town Council Clifford Emanuelson, Conservation Consultant P. Thomas Leddy, Beautification Director Claudia Ng, minute-taker Administrative Matters The minutes for the meeting of September 18, 1986 were reviewed. After a few corrections were made, the minutes were approved. The next regular meeting was confirmed for Tuesday, November 20, 1986 at 7:45 p.m. Inter-agency Cooperation -- Mr. Komitor raised the issue regarding the separation of duties between the CAC and the Coastal Zone Management Commission (CZMC) . Since the CZMC would review all proposals and applications affecting waterways and wetlands, he expressed that the CAC may not need to cover those referrals as thoroughly. Mrs. Fredston and Mrs. Johnson, on the other hand, felt that it would be better for both commissions to review such proposals to ensure that all aspects are taken into account. Mr. Goldstein commented that there should be a procedure whereby the CAC would automatically receive all relevant proposals from all affiliated planning boards. Mr. Komitor said that he would try to make such arrangements with the Town. In addition, he motioned for an investigation into the local laws to determine what authori- CAC minutes - 10/23/86 Qties and powers the CAC possesses. Mrs. Silverstone suggested asking the Town Clerk to provide this information. Mr. Komitor announced that the CAC would soon be getting a liaison from the Village of Mamaroneck. He, also, mentioned that he would attempt to meet with both the Village of Mamaroneck's CZMC and the joint Town of Mamaroneck and Village of Larchmont's CZMC, to which Mrs. Fredston noted that the Town-Village CZMC would soon be contacting him and advised that he confer with Kathy Clarke when contacting the Village of Mama- roneck's CZMC. Environment Wetlands -- Mr. Emanuelson gave a report on the tentative freshwater wetlands maps hearing that was held on October 23 at 2 p.m. in Valhalla, NY (memo enclosed) . He particularly noted that several groups voiced concern Oover the designated areas being too small, including Westchester's Environ- mental Management Council, which stated that it will redraft its maps to account for soil and hydrologic criteria. Another concern for the CAC is a conflict over the proposed development of 16.94 acres north of Griffin Avenue in Scarsdale. Because this land is part of the Sheldrake watershed, Mr. Emanuelson recommended that the CAC advocate the preservation of that property on the basis of the Town of Mamaroneck's flood control protection. He agreed to confer with Ronald Winston, speaker for a Scarsdale organization endorsing protection of the land as a wetland, and Stephen Altieri, whom Mrs. Silverstone suggested might have some useful information, and will report back to the Chairman. Mr. Komitor will confer with Wallace Irwin of the Town-Village CZMC in writing a joint letter urging preservation of that land. Lastly, Mr. Emanuelson recommended that efforts be made to have the Larchmont Reservoir incorporated as a wetland because it falls under thecategory of a potential municipal water supply. -2- CAC minutes - 10/23/86 ® Premium River-Pine Brook Preservation Assoc. Workshop -- Mrs. Johnson reported that there was a good turnout for the workshop. Speeches were made by Mr. Komitor and Wallace Irwin. Stations were set up to point out various aspects of the area. Mrs. Johnson expressed a need for emphasizing the need to repair the catwalk. Mr. Komitor suggested having workshops/tours for other conservation areas to improve public involvement with the environment. Others indicated the necessity of having such events occur regularly due to the turnover of people in the community. Mrs. Johnson consented to speak to those at L.I.F.E. about organizing additional events. However, she informed the Commission that she did not know what could be done since L.I.F.E. is presently shorthanded. State Law Proposal -- The CAC was in favor of the proposed Environmental Quality Bond Act, which would provide additional funding towards environmental restoration and preservation. Mr. Komitor will write a letter of endorsement on behalf of the CAC to the newspaper and to the Town Council. Mrs. Silverstone said that the Town Council will draft a corollary resolution. Development Projects Doherty Property -- It was reported that the D.E.I.S. was refused for the second time by the New Rochelle Planning Board. It appears that the major concern was the potential flooding of basements. Cherry Lawn -- Mr. Emanuelson agreed to have an update for the following meeting. 115-133 Mamaroneck Avenue - Mr. Funicello reported that the setback for the base of the proposed building will be in line with the other buildings, while the upper levels will have a deeper setback to reduce the impact from its height. He further informed the CAC that these developers own the land adjacent to the river as well as the building to its left as you face the site -3- �� A CAC minutes - 10/23/86 © from the street (lot 5) . The D.E.I.S. is presently being drafted and Mr. Komitor undertook to keep informed of all documentation arising from this development project. Water Courses and Water Bodies Mamaroneck River Project -- Robert Hohberg's report has been completed and copies will be distributed in the near future. Mrs. Fredston suggested that Mickey Weiss of the Long Island Sound Taskforce (L.I.S.T.) also be sent a copy of Hohberg's report for his information of water quality analysis being conducted on waterways entering the Long Island Sound. Solid Waste Disposal Leaf Composts -- Although the Senior Citizens Housing Project did not receive approval to be built on the Taylors Lane Compost site, Mrs. Silverstone informed the CAC that Joe Fraioli, Village of Mamaroneck Manager, announced that no more leaves will be accepted at Taylors Lane after this fall. Mr. Leddy reported that Earthbank will -remove leaves for $4 per square yard. Other alternatives were considered, including using a corner of Saxon Woods. However, it was questioned whether state approval would be necessary first. Mr. Emanuel- son suggested the possibility of shredding leaves and converting them into logs that can be, in turn, sold. Mr. Leddy and Mr. Emanuelson aggreed to look into Obtaining equipment for such a procedure. Historic Preservation Jay Property -- Mr. Komitor distributed copies of a flyer informing the public of the D.E.I.S. hearing to be held on Tuesday, October 28, at 8:00 p.m. at Rye City Hall. He made a general appeal for somebody to attend the hearing and provide a statement for its preservation. -4- CAC minutes - 10/23/86 OCommunications to Commission L.I.S.T.-- Copies of the Long Island Sound Report, Volume 3, Number 2, Fall 1986, were distributed to the members present. A few members indicated that they were already on the L.I.S.T. Is mailing list. Skeet Shooting -- Mr. Funicello raised the issue of the issuance of permits to skeet shoot at Flagler Drive. Because of the dangers of lead shot in the environment, as discussed in one of the articles of the Long Island Sound Report, along with increased noise pollution for neighboring residents, Mr. Funicello volunteered to write a letter to the Village of Mamaroneck opposing the issuance of shooting permits for that area. Community Beautification -- Mr. Leddy reported that the redwood sign at the Larchmont Reservoir had been vandalized the day after the Ice Cream Social and is currently sitting in the Town Yard. He, also, informed the CAC that the mound of woodchips at Hommocks parking lot was quite full. He suggested spreading the mulch over the ground towards the back end of Hommocks field. Mrs. Johnson remarked on the loss of two, and a potential loss of a third, beautiful, large sugar maple trees at the corner of Weaver Street and Palmer Avenue due to increased activity of the tree nursery there. Although the land bordering the street officially belongs to the County, Mr. Leddy commented that they would not replace trees. It was suggested that he talk to the owner personally to see about salvaging the remaining sugar maple. Encroachment -- Mrs. Livingston, a new resident on Hilltop Road, near Winged Foot Drive, is planting trees on Town conservation land, which borders her property. Her motive, she explained, was to facilitate the recovery of beaver in the area, as it had been achieved in Scarsdale. Mr. Leddy reported that Steven Silverberg, Town attorney, will write a letter to her requesting the removal of her plantings and a copy of that letter will be sent to the CAC. There being no further business, the meeting was adjourned at 10;10 P.M. -5- 9
