MINUTES
A regular meeting of the Conservation Advisory Commission (CAC) was
held on Thursday, June 11, 1987, at the Town Center, 740 West Boston
Post Road, Mamaroneck, New York. The meeting commenced at 8 :00 P.M.

Administrative Matters
Approval of Minutes - It was stated that the March minutes were
fully approved, but the April and May minutes needed some
corrections before full approval.
Next Meeting - The next CAC meeting was set for July 16, 1987.
Environment
Litter law - It was reported that the litter law will be
discussed at the next Town Council meeting which will be on June
17. Mr. Komitor read a draft of the litter law addressed to the
Supervisor of the Town Council (copy of letter on file) . He spoke
of three aspects which he thought were of importance: the
distribution of material, the penalty for registering or not
registering, and litter in the gutters. Questions were brought up
if this is an enforceable law and if there is any penalty for not
registering. Mr. Komitor stated that there doesn't seem to be any
enforcement for the registration provision and no penalty for
failing to register.
Environmental Education - Mrs. Moss suggested having a course in
"Continuing Education" explaining environmental problems of this
area. It was reported by Mrs. Johnson that this is Mrs. Moss' last
CAC meeting because she is resigning from L.I.F.E. Center. Mrs.
Alice Bloom will be replacing Mrs. Moss.

Development Projects
Landmark Development-DEIS - The landmark development is located
in White Plains, New York. It was reported that they are planning
to build condominiums on the southern end of Silver Lake, which
drains into the Mamaroneck River. Ms. Ng was informed that the
Mamaroneck River is essentially in the Town of Rye and not in the
Town of Mamaroneck. She asked if CAC still wants to get involved.
Mr. Komitor expressed that CAC would like to comment on the FEIS.
Ms. Ng reported that she gave the DEIS to the Chairman of the
Village of Mamaroneck Coastal Zone Management Commission.
Golden Horseshoe Shopping Center - It was reported that the DEIS
and an addendum were finished and published. It was mentioned that
Donald Newman, Environmental Officer of the Village of Scarsdale,
commented that the fact that the Town of Mamaroneck is downstream of
this project will be taken into consideration. This has not gone
through the Planning Board yet, but if it is approved, they will
move into the site plan review. Ms. Ng informed CAC that this
project is still open for review. CAC responded that they would
like to comment on it when it undergoes site plan review.
Fenbrook Subdivision - Mrs. Johnson read a letter that stated
that lots 7, 8, 9, 10, and 11 are all freshwater wetland areas. Ms.
Ng stated that lots 10 and 11 are already under construction. CAC
agreed that mitigating measures should be taken for lots 10 and 11.
Mr. Komitor wants to know what could be done at this point with the
lots already under construction. Ms. Ng responded that the Planning
Board is trying to decide that. It was suggested that the CAC
comment on the development of all the properties along the stream.
Mrs. Johnson felt that there shouldbe another review of the
undeveloped sites. CZMC has already commented on this development
and found it inconsistent with their policy. CZMC's opinion on the
Cohenca Policy was rejected. It was reported that Gary Trachtman,
the Engineering Consultant, had stated that he felt that there was
no impact with respect to the flooding and that the drainage wasn't
really a problem. A map of the Fenbrook Subdivision was displayed
by Ms. Ng for their comments. Mr. Komitor suggested that Ms. Ng and
Mrs. Johnson draft a letter commenting on the Fenbrook Subdivision
and to present it to him when completed.
Water Courses and Water Bodies
Gardens Lake Dredging Project - The Town Board accepted the
final report by Malcolm Pirnie. Dragline dredging will be able to
remove 3/4 of pond's sediment (6,000 cubic yards) . The alternative
of removing all 8,000 cubic yards was discussed. Mr. Komitor stated
that prices range into the $70,000s for the removal and deposit of
the 6,000 c.y. The best location for the catch basin was not fully
discussed. Mr. Komitor suggested that Ms. Ng find Mr. Emanuelson' s
report which gives suggestions for a catch basin, just to have it on
record. He recommended that another report be drawn up if the
original cannot be found.

Solid Waste Disposal
Legislation to Promote Resource Recovery Plants - It was
suggested that the discussion of this legislation be tabled.
Leaf Composting - Mr. Emanuelson displayed a revised topographic
model of the site along Rock Ridge Road. He reported that Stephen
Altieri wants the map and CAC's opinion on it after it is reviewed.
Mr. Emanuelson proposes that they extract and fill it to make it
level, and put the stream that is on site into a culvert with a
large catch basin near the road. It was suggested that we make it
tri-municipal, but Mr. Emanuelson felt that it would be very
difficult to coordinate and it wouldn't work. Mr. Emanuelson
believes that the 3+ acres is enough to move machinery around. Mr.
Komitor noted that it may be a problem for the neighboring residents
if the sound barrier is reduced and the noise is increased due to
the use of heavy equipment. Mr. Emanuelson will show the revised
model to the Administrator.
Pace Seminar for Local Officials - It was reported by Ms. Ng
that Mrs. Amlicke spoke at the "5th Pace Seminar for Local
Officials" on recycling at the local level. Mrs. Amlicke mentioned
our local program and tried to emphasize the need for recycling on
county level.
Communications to Commission
Members and Liaisons - Ways to improve the relationship between
CAC and the Village of Mamaroneck was discussed. Since CAC minutes
had not been sent to the Village due to a change in personnel, it
was suggested that back-copies of the minutes be sent along with a
letter from Ms. Ng apologizing for the oversight.
New or Other Business
Distribution of Annual Report - A list of who should receive
CAC's 1986 annual report was made.
The meeting was adjourned at 9:50 P.M.
