Y. 10543 MINUTES A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday May 19, 1988, in Conference Room A, at the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:10 PM. Members Present: Steven Goldstein, Acting Chairman Jane Moss. Irma Volk Charles Bernstein Mary Anne Johnson Others Present: Cheryl Lewy, liaison, Village of Larchmont Board Robert Hohberg, Water Monitoring Consultant P. Thomas Leddy, Beautification Director Claudia Ng, Environmental Coordinator Barbara Cleary, Recording Secretary Administrative Matters Approval of Minutes- The minutes for the meeting of April 21, 1988 were approved without corrections. Next Meeting - has been scheduled for June 23, 1988. Future meetings will be held on the 3rd Thursday of each month, with exception only for major conflicts. Agenda Items - It was suggested that topics being discussed by the CAC should remain on the agenda until completely resolved (ie, report conclusion) . CAC/CZMC Joint Meeting - Only a few Members of the Conservation Advisory Commisssion and the Coastal Zone Management Commission attended the joint meeting held on April 28. Although it was not very constructive, the meeting did open up the channels of communication and revealed that each commission had seperate mandates, which should designate seperate responsibilities. Mary Anne Johnson said the CAC could do more in the way of research because of its close association with LIFE. Charles Bernstein suggested that the commission should have a liaison with both the Town and the Village CZMC. Steven Goldstein encouraged more joint meetings but noted that each commission should be better prepared by having each member responsible to lead discussion on a specific topic. Also, Ms. Ng was directed to call each member to have them consider a subject that they would want to be responsible for. • CAC Minutes - 5/19/88 Environment .Griffen-Avenue-Winston Property - Mrs. Johnson and Irma Volk read a letter they had written to the Mayor of the Village of Scarsdale. The letter supports the view that the Winston property should be preserved in its entirety. The Commission was informed that a DEC hearing would be held on Thursday May 26 at the Scarsdale Village Hall. The hearing will .help determine whether the Griffen Avenue-Winston Property would maintain its Wetland's Status. Steven Goldstein proposed the chairmen of both the CAC and CZMC 'should attend the hearing to express the commissions' concerns, and submit the letter so that it can be written into the record. Ms. Johnson distributed a New York Times article concerning the Winston property. The article gave background:information as well as the current status of the situation. Although a law suit is imminent should Scarsdale fail to honor the contract that they already made with the developer, the best protection against development_ .is the preservation of the Wetland's designation. Appeal to residents in regard to Conservation Areas Ms. Ng reported that the Town newsletter would only be 'able to accomodate a 2-page (back-to- back) insert. Mr. Goldstein will try to shorten the 3-page letter down' to 2' pages. Development Projects • David's Island Project.- Mr. Bernstein reported that he attended a meeting at the Wainright house which focused mainly on the proposed David's Island Development Project. At the request of Mr. Goldstein, Mr. Bernstein left to attend a forum on this project being held concurrently by the Town. • After a short while he brought'back letters addressed to the Coast Guard for each member to sign. He will report on any new developments at the next meeting. Ellie Fredston reported that she;made a statement in behalf of the CAC at the Coast Guard hearing on May 10, and submitted the statement for the record. While discussing if there was anything else to do, Mrs. Johnson suggested that a letter be written to all County CAC's to get their support for the protection of County Park Land, since the erection of the bridge would entail the taking of Glen Island Park. Mrs. Johnson instructed the Commission that the present design of the David's Island Sewerage plant is constructed so that it may eventually be hooked up to the City of New Rochelle's plant. Claudia Ng read a proposed letter drafted by Mrs. Johnson and addressed to County Executive Andrew O'Rourke, County Legislator Diane Keane, and the other County legislators urging them to oppose the taking of County Parkland for the David's Island project. Mr. Goldstein recommended that the letter be revised omitting the inference to Overton Park Citizens, explaining that it was a very complicated case. The letter will be sent out with the revision. Water Courses and Water Bodies Long Island Sound - An Owner's Manual - An informative manual will be sent out to the residents of the Village of Larchmont. Mr. Goldstein asked if there was a possible way to pick up corrugated • paper by having a receptacle attached above or below the truck. Mr.Leddy responded that it was not feasible at this time, A massive push for educating the public about recycling is needed. They should be informed about proper disposal of recyclable products. Commission members are encouraged to spread the word. Jane Moss and Suzanne ,Carpenter will work on' recycling publicity. Ms. Johnson suggested creating an informative video and Irma Volk suggested writing. to the newspaper. • Glass Recycling - Ms. Ng said that glass recycling was down and there has been a net loss. Jane Moss inquired about the possibility' of curbside glass pickup but was informed that it probably would not be possible because of the • construction of the trucks and the increased. liabilities. Cheryl Lewy reported on a recyling program elsewhere in New York State that picks up all recycables by having residents place them all in a single bag which• is. seperated at a central station giving jobs to the mentally retarded. Other Business • Ms. Ng said that Susan Amlicke called saying she could not attend the meeting but she would like to relay several ideas. The County recycling facility has a new specification that the liner must be 6 feet thick and the budget for county recycling is 56 million. The County Advisory Board is considering sponsoring a video contest. on recycling in the high schools to increase public awareness. Another issue Ms. Amlicke wanted to mention- was the composting at Taylor's Lane. She said the 'CAC should keep up with a proposal for Taylor's Lane to see if it could accomodate both senior citizen housing and composting. She suggest that CAC investigate the sight and make proposal. Ms. Ng informed that she received a call from a member of the Village of Mamaroneck's senior citizen Housing committee, who expressed his reservations about putting senior housing up at that site. Mr. Goldstein said that CAC can make a statement why the site is good for composting . It may not be good for housing because it was previously used a a land fill and may be toxic. The soil runs into Otter Creek which is a Critical Environmental Area (CEA) Area. Meeting Adjourned at 10:10PM
