Y. 10543 MINUTES A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, June 30, 1988, in Conference Room A, at the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:05 P.M. Members Present: Robert I. Komitor, Chairman Charles Bernstein Suzanne Carpenter Elinor Fredston Steven Goldstein Mary Anne Johnson Jane Moss James Santos © Irma Volk Others Present: Robert Hohberg, Water Monitoring Consultant Cheryl Lewy, liaison Village of Larchmont Board Bonnie Burdick, Larchmont Reservoir Committee Mr. & Mrs. Hory, Hory Chevrolet Mr. Weiss, Hory Chevrolet Claudia Ng, Environmental Coordinator Barbara' Cleary, Recording Secretary Administrative Matters Approval of Minutes - The minutes for the meeting of May 19, 1988 were approved with one addition on page one. Next Meeting - has been scheduled for July 21, 1988. Conservation Advisory Commission Duties - Ms. Ng reviewed a list of responsibilities required of the CAC. These duties include, maintaining natural resources inventories, conducting educational seminars and workshops, developing informative booklets, distributing information, coordinating work, research, recycling, publicity, and accepting bequests and donations. Also, within CAC's purview is site plan review, management of open space, historic preservation, and anything else that the municipality may request advice on. Robert Komitor requested that CAC members volunteer to handle specific © duties. Members are requested to inform Ms. Ng as to what sub-committee they would like to be on before the next meeting. He also said that the recycling function has declined considerably and would like to see more CAC concentration in this area. Any member having interest in this topic should contact Jane Moss who will be heading this sub-committee. . CAC minutes - 6/30/88 p Suzanne Carpenter said she would assist Ms. Ng in the preparation of the historical report. Assistance is also needed for Open Space, Water, Legislation, and Development. Mr. Komitor stated he would like to coordinate the duties of the CAC with the Village of Mamaroneck Coastal Zone Management Commission (CZMC) ., He informed the Commission that a letter was sent to the Village of Mamaroneck CZMC requesting a liaison to serve on this Commission but so far his not received a response. However efforts are being made to get a resident of the Village of Mamaroneck to serve on the CAC. Joan Hielman was recommended to fill this seat. Steven Goldstein proposed having a meeting with both the Village of Larchmont and the Village of Mamaroneck. The discussion also questioned the merits of making this Commission a Board. • Environment Appeal to Residents in regard to Conservation Areas - A shortened revised draft of the letter concerning the protection of the Town's Conservation Areas was sent out to the members. Ms. Ng read the old, more lengthy, draft for comparison. The Commission then discussed whether revisions should be made on the second draft. Mr. Komitor said the letter should encourage people to notify the police or conservation office if they see anyone disregarding these laws and the letter should also stress that violators will be subject to fines. The letter will be revised again to make the above suggestions stand out by bolding it or by putting it in a box. It was also suggested that the CAC logo be utilized in this letter. Griffen Avenue (Winston) Property - A DEC meeting was held to help determine whether the Winston Property will maintain its Wetlands status. Ms. Ng read a statement on behalf of the CAC at the DEC hearing. Ms. Ng noted that the CACs's statement was very important in that DEC had neglected to consider the flooding issue in regard to wetland designation. Inventory of Streamside Properties - Mary Anne Johnson recognized the need for preserving and regulating our streamsides. She cited a property on Durham Road as an example. Properties adjacent to streamsides should apply for Wetlands status. Mrs. Johnson would like to obtain an inventory of which properties are still available for subdivision in order to protect them. Ms. Ng will bring a map on private open space to the next meeting. Development Projects Hory Chevrolet - Mr. Weiss reviewed the proposed plans to enable the car dealership to sell new boats. The revised plan calls for the installation of an 8-foot high fence topped with 3 strands of straight barb wire, which slides open during day-time hours. The proposed lighting will be 100 watt, mercury vapor bulbs which will be directed inward. There will be approximately 15 inboard boats displayed at a height of approximately 7 feet, each averaging around 18 - 20 feet long. The boats will be transported through a driveway coming out onto Weaver Street. Presently there will. be no other changes. -2- 1 { CAC minutes - 6/30/88 Ms. Fredston recommended more plantings to mitigate the starkness of the fence, which would be in keeping with the Town/Village Master Plan. Shrubs 3 or 4 feet in height were recommended. Ms. Freston will investigate the provisions of the master plan and inform Ms. Ng of the specific citations. Mr. Komitor will draft a letter which will object to the use of barbed wire, suggest an alternative and plantings. WHS Harbor - There will be a joint meeting of the Village of Mamaroneck Planning Board and Architectural Review Board on July 12, 1988 at the Mamamaroneck Library. Mr. Bernstein and Mr. Komitor will try to attend. Ms. Ng reported that there were no extra plans available for the CAC to use, but she looked at them and did not see any new changesmade for oil traps or for a buffer zone. Davids Island Project Update - Mrs. Johnson reported that'a New York Times editorial came out in favor. of the project providing that the sewerage problem is properly addressed. Mrs. Fredston said that Mayor Miriam Curnin, Councilwoman Elaine Price and Trustee Cheryl Lewy may be writing a counter editorial. Mr. Komitor said that the CAC may want to co-sign that letter. Mrs. Johnson said the Town of Bedford wrote a letter to County Executive O'Rourke opposing the taking of County Parklands. This was a result of the letter addressed to all County CAC's requesting their assistance. Watercourses and Waterbodies 0 Contour Map of Waterways - A contour map of the Bonnie Briar Club is needed to find out how much water.. is retained by that particular piece of property. Ms. Ng had drafted a Request For Proposal (RFP) which will request potential consulting firms to provide information on how data would be gathered, how long it would take and the costs involved. Ms. Ng will ask Steve Altieri, the Town Administrator, to ask the president of Bonnie Briar Country Club for permission to use the club for these research purposes. Storm Drain Abuse - Mrs. Johnson reported that the new construction on Beach Avenue has not been using hay bales. Robert Hohberg expressed concern about harmful solvents being washed into storm drains on Fenimore Road and Palmer Avenue. Solid Waste Disposal Public Re-education about Recycling - The Commission discussed methods of educating the public about recycling. Mrs. Moss said that there is a large turnover in this town and that it is important that new residents are aware of the Town's Recycling Program. She further suggested the use of town newsletters or videos to get the message across. Ms. Fredston will suggest the use of a video to LMC-TV and said it would be a good project for high school students. County funding might be available for these projects. It was noted that there used to be block captains in the past which helped keep recycling going. Composting on County Parkland - Irma Volk read a proposal for a County composting demonstration facility prepared by Cornell University. -3- ' �M CAC minutes - 6/30/88 Town Supervisor Delores Battalia asked the CAC for their advice on using County parkland for composting. The Commission agreed that County Parkland could. be used for composting only as a last resort. Mrs. Fredston suggested the County purchase land for all municipalities to use for composting. Mr. Komitor will prepare a memo and give it to Ms. Ng. Robert Hohberg noted that Duraflame logs are made of compressed leaves and paraffin. There may be additional productive uses for leaves. ' Glass Recycling Improvement - Ms. Ng informed the Commission that recycled glass volume is down considerably, from 90 tons down to 60 tons. Because of the decrease in volume we are now operating at a deficit. A person from our glass market, J. Bass & Son, Inc. , suggested crushing the glass to obtain a better return. However, that- would involve the purchase of a crushing machine and a staff person to operate it. Ms. Ng warned that this alternative might be more costly than the present deficit, Ms. Ng also stated that it was very important to re-educate the public about our recycling project. Ms. Lewy noted a recycling system used in Philadelphia which gathers all recyclables collectively from the homeowner, which is then dropped off at a central plant where it is then separated. Mrs. Moss and Ms. Ng will investigate this alternative further. NYS and Plastics Issues - Mr. Goldstein stated that there was a serious problem with plastics getting into the Sound. He said fish and birdlife have • been killed because of this. Ms. Ng will try to obtain a copy of the Suffolk Plastic Law for the Commission to discuss at a future time. New or Other Business Greenway Trail- A new section will be added to the Leatherstocking Trail. The trails seem to be in good condition. High School students have been working on them. Aluminum Recycling- Mrs. Johnson said that Myra Harris of the L.I.F.E. Center will be trying to organize a drive for recycling aluminum. It will be taken to a recycler in Pelham near Caldor's. • Meeting adjourned at 10:50 P.M. 0 -4-
