Y. held March 22nd, 1932 The meeting was called to order by Supervisor Burton at Present: Supervisor Burton Justices Boyd, Leeds, Messersmith and Burbank Town Clerk Marvin The presence was also noted of Counselor Gamble. 123 The Clerk presented the call of the meeting g1ving notice that the Town Board would meet to receive bids for $315,000.00 Highway Improvement bonds (Boston Post Road) and $175tbOO.00 Sewer District No.l Bonds, Series J. Upon motion duly made and sdconded the Board approved the call as printed. The Clerk presented affidavits of publication certifying that due public notice had been given of the proposals for bonds. Upon motion duly made and U1ad the affidavits of public- ation were unanimously approved and/ ea on file.. There being no further preliminaries, the Clerk, at the direction of the Board proceeded to open the proposals for the $3159000. Highway Improvement Bonds (Boston Post Road). The proposals were as follows.. Name of Bidder„ Rate of Interest: Price Bid: First Detroit Co.) M & T. Trust Co.) 6% $3159819.00 Batchelder & Co. ) Geo.. B. Gibbons & Co., Ino. G% 100.20 on certain conditions The following resolution was offered by Town Clerk Marvin and seconded by Justice Messersmith, to -wit: WHEREAS, $3159,000 Highway Improvement Bonds (Boston Post road) of the Town of Mamaroneck have heretofore been duly authorized to be issued and have been duly advertised mor sale, sealed proposals_ to be received until 5 o'clock P.M. on the 22nd day of March, 1932, at the office of the Ton Clerk of the Town of Mamaroneck, 8 Flm Street, Mamaroneck, New York; and WHEREAS, at said time ,and place the following bids were received for said bonds, to wit: Name of Bidder: First Detroit Co.j M& T Trust Co. J Batchelder & Cc. ) Geo. B. Gibbons & Co., Inc. Rate of Interest: 0 M Price Bid $3159819.00 100.20 on certain conditions 125 WHERE?., the lowest rate of interest bid for said $315=000. Highway Improvement Bonds stated in a multiple of either one-tenth or one-quarter of one per cent was six t6n. per cent; and wHERPAS, the highest and best bid complying with the terms of the notice of sale at such lowest rate of interest was the bid of First Detroit Co., M. & T. Trust Co. and Batchelder & Co. who have offered to purchase said bonds at said rate of interest and to pay therefor par value and accrued interest and a premium of $819*00. RI'SOI,VE'D, that the offer of the said First Detroit Co., M & T Trust Go. and Batchelder & Co. be and the same is hereby accepted aid that said $315,000. Highway Improve- ment Bonds bearing interest at the rate of six (61,') per centum per annum be and the same hereby are awarded to the said First Detroit Co., M a T Trust Co. and Batchelder & Co., at the price aforesaid. The question of the adoption of the foregoing resolution was duly put to a vote which resulted as follows - Ayes: Burton, Boyd, heeds, Messersmith and Burbank Town Clerk Marvin Noes: Done Proposals were received for an issue of $175,000 Sewer District #1 Bonds, Series J, as follows: Name of Bidders: Interest Rate- Amount Bid - First Detroit Co.,} M & T Trust Co. Batchelder & Co. 6% $175,227.56 Geo. B. Gibbons & Co. Inc. 6 100.20 an certain conditions On examination of the above bids by Counsel he advised the Board that the bid of George B. Gibbons & Co. was qualified and conditional and did not comply with the terms of sale and he recommended that said bidbe rejected. Upon motion duly seconded, it was RESOLVED, that the bid of George B. Gibbons & Co., the same not complying with the terms of sale, be rejected. Mr. Marvin moved the adoption of the following resolution and Mr. Messersmith seconded the.motion. RESOLVED, that $1751,000 Sewer District #1 Bonds, Series J, of the Town of Mamaroneck, the issuance of which has been duly authorized by a resolution of the Town Board adopted March 14, 1932, shall bear interest at the rate of six per centum (6-%) per annum, and are hereby awarded to First Detroit Co., M & T Trust Co. and Batchelder & Co. at the price bid of $1759227.50 and accrued interest at the rate borne by the bonds from the date of the bonds to the date of payment of the purchase price, less interest on the deposited check from the date of this resolution to the date of delivery. RESOLVED, that the proper officials of the Town of Mamaroneck are hereby authorized and directed to execute said bonds and to deliver them to the said purchasers upon receipt of payment therefor in accordance with this resolution. The foregoing resolution was adopted by the following vote - Ayes: Burton, Boyd, Leeds, Messersmith, Burbank and Marvin Noes: None. no Upon motion duly made and seconded the Clerk was unanimously directed to return the deposit check of the unsuccessful bidder upon obtaining a proper receipt therefor. Upon motion by Justice Iulessersmith, 3seconded by Justice Boyd, it was upon roll call unanimously P.ESOLVED, that the Supervisor be and he hereby is authorized, empowered and ditected to have printed the above described $315,:000. Highway Improvement Bonds (Boston Post Road) and $1751,000. Sewer District #1 Bonds, Series J.: and be it further RESOLVED, that the Supervisor be and he hereby is auth- orized, empowered and directed to sign said bonds and seal same with the corporate seal of said town, attested by the Town Clerk and to deliver same in accordance with the terms of the resolution passed by the Town Board at its meeting on March 14th. Upon motion by Justice Messersmith, seconded by Justice Boyd, it was upon roll call unanimously RESOLVED, that the Supervisor be and he hereby is authorized, empowered and directed to renew any and all certificates of indebtedness, the payment of which is provided for from the proceeds of the bonds sold at this meeting, for such period of time as may be necessary until the proceeds of the sale of said bonds are received by him. The Supervisor advised the Board that at a meeting on November 18th, 1931 a resolution vias passed authorizing him to secure expert legal and aceounti ng advice in setting up the new form of budget required under Article 6A of the Town Law, which Article became applic- able to the Town of Mamaroneck on January 1st, 1932. He declared that under the provisions of Article 6A of the Town Law, a new and different accounting sy:tem was required j6f the Town in order to keep its fin- ancial records in harmony with the budget system and requested auth- ority to obtain the services of an expert accountant or accountants to install such an accounting system. Upon motion by Justice Me•ssersmith seconded by Justice Boyd; it was upon roll call, Justice Burbank being excused from voting because he was not a member of the Town Board on November 18th$ 19319 unanimously RESOLVED, that the resolution passed by this Board at its meeting on November 18th, 1931s concerning the employment of expert legal and accounting services in connection with the establishment of a new budget under Article 6A of the Town Law, be and it hereby is amended by the addition of the following paragraph: "And be it further RESOLVED, that the Supervisor be and he hereby is auth- orized, empowered and directed to employ the services of an accountant and/or accountants properly to install and establish in the Town Offices a suitable accounting system in consonance with the provisions of Article 6A of the Town Law." And be it further RESOLVED, that except as hereby modified and amended, said resolution of November 18th, 1931 shall remain unaffected and in full force and effect. ■ The Clerk presented a petition and an accompanying letter dated Larch 19th, 1932, said petition being signed by 168 names which had been delivered to him for submission to the 'Town board, making serious accusations against Mrs. Bessie Scherff, Deputy Town Commissioner of Public Welfare. After the Board had discussed the petition at some length, the Clerk was directed to send copies of same to every member of the Town Board for his perusal and copies b the Town Public Welfare Commissioner and the Deputy Town Public Welfare Commissioner for answer. The Clerk urged the importance of setting a definite date for a meeting to receive the answer of the Commissioner and the Deputy Commissioner and after discussion, it was upon motion by the Clerk, seconded by Justice Burbank, unanimously RFSOI,VFD, that this Board meet on Thursday, March 31st, at 8 P.M. at the office of the Town Commissioner of Public Welfare to receive the answer and report of the Commissioner and Deputy Commissioner. At `T P. M. the Board unanimously resolved to recess to meet again at the call of the chair, in addition to the meeting above set, to take ug such matters as might properly come before it.
