The meeting was called to order by Supervisor Burton at Present: Supervisor Burton Justices Boyd, Leeds, Messersmith and Burbank Town Clerk Marvin The presence was also noted of Counselor Gamble. A communication dated Marchl5th was received from Mr. William Zvirin, 145 Palmer Avenue, Larchmont, submitting an application for a position in the tax office. The communication was ordered received and placed on fila . A communication dated March 9th was received from Morris S. Tremaine, Comptroller of the State of New York. The communication was received, entered in the minutes, and filed. The letter follows:, March 9th, 1932 Mr. Walter R. Marvin, Jr. Town Clerk, Mamaroneck, N. Y. Dear Sir - Receipt of your favor of the 7th Inst., together with cert- ified copy of resolution adopted by your town board,: is received. I assume that your board is fully conscious of the magnitude of the task embraced in the language of the resolution. An audit of the fiscal affairs of your town covering a period of sixteen years is some- what beyond the physical ability of our department to perform. The request, however, has been entered, and it is possible that when we reach the point whereby it can be taken up with an amend- ment to your request, i -t will be considered. You are doubtless aware that in the absence of indications of fraud, our examinations cover all transactions for complete fiscal period preceding the current period existing between the close of the last completed fiscal year and the date of commencement of the examin- ation. Moody, president of Rouken Glen, Inc., complaining about garbage collection. The communication was ordered received, filed and the Clerk was directed to take the matter up with the garbage contractor. BURTON SUP'E`RVISOR $ 34,770.00 31,968.00 14,620.84 67,989.25 60,720.00 1,283.34 2,224.00 95,732.50 403.897.71 $9621712.94 The Supervisor reported to the Board that under the provisions of the wicks Bill, special facilities, including a separate office, must be provided by the 'Town for registering unemployed persons for work relief; that the Town has herdtafore been paying $50.00 per month rent for the office of the Commissioner of Public welfare; that the work of this office ht,s materially increased due to tae present unemployment situation; that he had rented a fore adjacent to the welfare Office for $25.00 per month and that the owners of the wilding had donated the, use of a third store for the work relief bureau without charge to the Town. He reported that, furthermore, certain alterations to and supplies', and equipment for the office of the Town Public welfare Officer and the temporary work Relief Bureau were necessary and had been ordered by him in the total amount of $732.002 including the additional rent as above described. He requested the approval of his action and suggested that, inasmuch as the budget allowance for the office of the Public welfare Officer does not provide sufficient funds for the expenditures.cited above, the Board transfer from the appropriation account for the department of Justice of the Peace in which there is now a surplus owing to the voluntary waivers of salary heretofore made, the sum of y750.00 to the appropriation account for Public welfare. Upon motion by Justice Boyd, seconded by Justice Leeds, it was upon roll call unanimously RFSOLVFD, V4UREAS under the provisions of the wicks, Bill, special facilities must be provided for the registering of unemployed for work relief; and WH^REAS, the volume of work conducted at the office of the Town Public '.fare Officer has exceeded the physical limits of his original office owing to the present un- employment situation, and WHEREAS; necessary alterations and additions to and supplies and equipment for the office of the Town Public Welfare Officer and the temporary Work Relief13ureau set up under the Wicks -Bill have been deemed necessary by this Town Board in the following amounts, totaling $832.000 viz: Awning Screen door Telephone Lighting Rent Carpenter Lumber and mill Work Painting 2 Ming cabinets Adding machine and $25.00 10.00 100.00 30.00 300.00 (5months to June lst, 1932 ) (5 months to June let, 1932) (Additional office space required under Wicks Law) WHEREAS, the budget allowance for the office of the Town Public Welfare Officer does not provide sufficient funds for this purpose; and WHEREAS, there is a surplus in the appropriation account for the Department of Justices of the Peace, now therefore, be it RESOLVED, that there be transferred from the appropriation account of the Department of Justices of the Peace to the appropriation account of the Department of Public Welfare the sum of $750.00 and the Supervisor be and he hereby is authorized and directed to record such transfer upon the books and records is his office. And be it further RESOLVED, that the action of the Supervisor in incurring the above expenditures be and it hereby is approved. H. Rodman Dillon, Deputy to the Receiver of Taxes, addressed the Board to report that he will open an account with the Larchmont National Bank and Trust Company under the name and style of H. R. Dillon, Tax Lien Account. The Supervisor presented the name of William H. Fitzsimmons of Larchmont as his choice for an assistant in the tax office. He declared that Lir. Fitzsimmons was a former treasurer and tax collector in the Village of Larchmont. Lir. Dillon declared that Mr. Fitzsimmons was agreeable to him and recommended that the -Board appoint him. After discussion it was upon motion by Justice Leeds, seconded by Justice Boyd, unanimously RESOLVFD, that William H. Fitzsimmons be and he hereby is appointed a temporary office assistant at the salary of $200.00 per month, this appointment to take effect immediately, and be it further RrSOLVTD, that he be bonded in the amount of X2090009 and that the cost of said bond be made a proper town charge. At 11:15 P.M, the Board unanimously resolved to recess to meet again at the call of the chair to take up such matters as might properly come before it.
